Job Description
 
Performs supervisory work in Parks maintenance. Primary duties include contract management as well as assigning and inspecting the work of skilled, unskilled, and crew leader personnel. Work is performed outdoors and the employee may be exposed to weather conditions, chemicals, and insects. Work is performed under the limited supervision of the Parks Assistant Division Manager and is reviewed through frequent discussions, site inspections, and results obtained.

Minimum Qualifications:

Bachelor's Degree in Parks, Horticulture, Business Administration, or related field with two (2) years supervisory experience in parks maintenance; or an equivalent combination of education, training, and experience. Valid Florida Driver's License required. Knowledge of landscape pests and disease problems required. Valid CDL may be required depending on the area of assignment. Experience with local government and additional parks related certifications desired.
 
Responsibilities

Assist in the preparation of requests for proposals for distribution to vendors.

Provides responses to bids, proposals and contract negotiations.

Analyzes all requirements and provisions in contracts, including terms and conditions, to ensure compliance with all laws and regulations and City policies and procedures.

Ensures that contracts are executed in accordance with City standards for quality and timeliness.

Supervises and coordinates activities of workers engaged in irrigating turf, trees, and shrubs.

Plans, organizes, and schedules work for skilled, unskilled, and supervisory personnel engaged in parks maintenance and/or horticultural activities; inspects work in progress and upon completion to ensure safety and to make sure work standards are maintained.

Responds to citizen complaints/inquiries and initiates correction action as needed; keeps Division Manager apprised of complaints/inquiries and action taken.

Maintains inventory records of equipment, materials, and supplies; monitors expenditure accounts; and purchases necessary replacements as needed according to Purchasing procedures.

Prepares and administers Section budget; recommends Section goals, objectives, equipment, material, and personnel needs.

Oversees parks contract supervisor and small engine mechanics.

Monitors KRONOS payroll; makes necessary changes; and approves payroll for program.

Instructs and trains employees, through assigned supervisors, in proper/safe operation of equipment, in all aspects of parks maintenance, and in performance standards.

Counsels employees as needed to resolve problems and administers disciplinary actions.

Consults other City departments, including the Fire Department, Real Estate, and others, regarding grounds maintenance.

Attends citizen meetings to share information about the Department’s work duties; recruits citizen volunteers to work performing various duties to reduce the City’s workload and to involve the community.

Administers disciplinary actions according to City policies, procedures, and union contracts; investigates and responds to grievances filed against Section.

Investigates accidents/injuries involving employees and prepares written report of findings for submission to Risk Management Office.

Organizes event staffing for major events in parks.

Drafts interview questionnaires; schedules and conducts interviews for open positions.

Performs other duties as assigned.

 



 

 

 

 

 

 

 


KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of species of plants and their growth, plant nutrition, soils and soil cultivation, maintenance conditions, and needs native to Central Florida.

Knowledge of insects, parasites, diseases, and other infestations which affect plant life and the composition and application of insecticides and disinfectants for their control.

Knowledge of burglar alarm system for office and maintenance shop in order to troubleshoot small problems without calling the alarm company.

Knowledge of City codes; i+e+
18A, remote control objects, ROW maintenance.

Knowledge of small engine equipment for purchase and repairs.

Knowledge of irrigation system, plumbing, and electrical installation.

Skilled in the use of computers and software programs including Excel, Word, PowerPoint.

Microsoft 365, Google Chrome, Planet Geo, Kronos, See Click Fix, and Workday.

Skilled in the use of computers, tablets, and cell phones.

Ability to recommend maintenance plan and ensure adherence with design specifications, materials, quality, and work.

Ability to make recommendations for plant installations.

Ability to establish and enforce safety standards and safe operating procedures.

Ability to effectively communicate with the general public, outside agencies, and City employees.

Ability to walk over uneven terrain for extended periods of time.

Ability to visually detect imperfections in work when performing inspections.

Ability to communicate effectively, both orally and in writing.

Ability to prioritize daily and to change, augment, or reschedule tasks in response to situations.
