Job Description
 

Performs administrative professional work assisting the Division Manager in general administration within the Division. Is responsible for the development and implementation of special projects. Work is performed under the general direction of the Division Manager and is reviewed through conferences, reports, and evaluations.

Minimum Qualifications:

Bachelor's Degree in Business Administration, Public Administration, Computer Science, or related field and four (4) years progressively responsible administrative experience in employment and data management; or an equivalent combination of education, training, and experience. Valid Florida Driver's License required.

 
Responsibilities

Assumes duties of the Division Manager in Division Manager’s absence.

Advises and participates in the development and administration of Division policies, procedures, and standards.

Forecasts fiscal requirements; evaluates budget requests; and prepares annual budget for presentation to Division Manager, Chief Administrative Officer, and Office of Management and Budget.

Performs technical analysis of enterprise system reports to detect and resolve discrepancies in the report related to certified minority/women contract payments.

Manages special projects for the Division which includes automation of reports and processes.

Leads grant management efforts to ensure compliance with grant program regulations; monitors and reports on grant deliverables.  Represents Division at the quarterly Grants Oversight Committee.

Supervises and trains employees of assigned programs; provides support to staff with reference to hiring, discipline, and program operations.

Conducts special studies and projects pertaining to all areas of Division responsibility, which includes automation and modernization of reports and processes.

Represents Division in grievances and proceedings; serves on negotiating team.

Represents Division on various boards.

Investigates and responds to citizens and employee complaints.

KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of the principles, materials, and equipment utilized in MBE and Blueprint operations.

Knowledge of budget control and accounting procedures.

Knowledge of City policies and procedures.

Knowledge of bargaining unit agreement.

Ability to plan, assign, and review the work of assigned staff.

Ability to prepare comprehensive reports for publication.

Ability to express self clearly and concisely, both orally and in writing.

Ability to identify Division’s staff and equipment needs.
