Job Description
 
Performs managerial and administrative work planning, directing, and coordinating the collection of commercial, residential and bulk solid waste materials throughout the City of Orlando. Develops manning and routing schedules. Coordinates, through subordinate supervisors, the collection of solid waste materials. Performs a variety of administrative duties to ensure the efficient collection of refuse throughout the City. Work is performed under the supervision of the Refuse Collection Division Chief. Work is reviewed through conferences, reports submitted, and results achieved.

Minimum Qualifications:

Bachelor's Degree in Business Administration or related field and four (4) or more years experience in the collection and disposal of solid waste, some of which must have been in a supervisory capacity; or an equivalent combination of education, training, and experience. Valid Florida Class B Commercial Driver's License (CDL) with Air Brakes required. Collection Manager certification by Solid Waste Association of North America Certification preferred.
 
Responsibilities

Plans, directs, and coordinates programs and activities to ensure the efficient collection and disposal of commercial, residential and bulk solid waste materials throughout the City.

Supervises, through subordinate supervisors, the collection of commercial, residential and bulk solid waste materials; trains, interviews, and appraises personnel involved in refuse collection activities; trains personnel in proper work methods, performance standards and safety requirements; interviews, appraises and disciplines employees to recommend employment, salary increases, and disciplinary action.

Monitors maintenance schedule for vehicles and notifies Fleet Maintenance when maintenance or rescheduling is required. Develops equipment specifications and advises Fleet Maintenance of replacement schedules.

Maintains inventory records of equipment, materials, and supplies; monitors expenditure accounts and purchases replacements as needed.

Counsels employees as needed to resolve problems; administers disciplinary actions according to City policies and procedures and union contracts; investigates and responds to grievances.

Responds to citizen complaints/inquiries regarding collection activities and initiates corrective actions.

Maintains records on section activities and expenditures and compiles periodic and special reports as needed; assists in the preparation of section's annual budget.

KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of the Federal Solid Waste Disposal Act of 1965 as amended by the Resource Recovery Act of 1970.

Knowledge of the Florida Refuse Recovery and Management Act, Chapter 73-342 Section 403.

701-713.

Thorough knowledge of "State of the Art" technology in solid waste collection/disposal, resource recovery and management.

Knowledge of solid waste collection and disposal techniques and Florida DOT Regulations governing equipment, driver's license requirements, and training guidelines.

Ability to communicate effectively both verbally and in writing.

Ability to develop long range plans; organize, control and direct the collection and invoicing of refuse collection activities.

Ability to analyze, develop specifications and contracts, to prepare detailed cost estimates, and to develop comprehensive reports governing solid waste collection and disposal.

Ability to monitor, and enforce ordinance issues and contract violations/defaults.
