Job Description
|
|
Performs professional management analyst work which may include some supervisory responsibilities, and professional and administrative work implementing and managing grants for the department of Families, Parks and Recreation (FPR). The primary duties include researching grant opportunities, preparing grant applications, maintaining and managing grant documentation, producing programmatic grant reports, evaluating/analyzing organizational programs, strategic planning, performance measurement, and special projects. Work is performed under general supervision and is reviewed while in progress and upon completion, through discussions, evaluation of reports submitted, and results obtained.
Minimum Qualifications:
Bachelor’s Degree in Public Administration or Nonprofit Management, plus four (4) years experience in administration or delivery of children’s services, three (3) years of which must have been in writing and management of grants, budget and management analysis, including one (1) year of supervisory experience; or an equivalent combination of education and experience. Experience in governmental agency preferred.

Identifies grant opportunities via web research, listserves, networking and other methods.
Prepares grant applications for submittal to local agencies, the State, and Federal Government.
Prepares award documents to be prepared for City Council and the granting agency.
Prepares and submits all required programmatic reports to the grantor.
Coordinates and monitors grants for satisfactory compliance with funding source regulations and service performance criteria.
Acts as the department liaison to federal, state, and local granting agencies.
Develops Department strategic plans.
Participates in the citywide strategic planning processes.
May act as team lead or supervisor in completing grant applications, develops timelines and requirements to keep the team on schedule.
Performs other duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of general construction, commercial grade electrical, plumbing, roofing, mechanical air conditioning, walls, door and fixtures.
Knowledge of Permit procedures, planning and developing work flow.
Knowledge of ADA and local and state Building Codes.
Knowledge of grant application process and writing of applications.
Knowledge of management research principle techniques, methods, systems analysis and performance measures.
Knowledge of municipal administration and organization, City’s departments, functions, budgets, and operations.
Knowledge of statistical analysis software and computer applications.
Knowledge of budget development and administration.
Skilled in personal relationships dealing with City personnel, vendors, contractors, and elected officials about facilities and work being performed.
Skilled in computer and Microsoft Office Suites with strong Excel and organizational skills that will allow the employee to keep a database on many projects at once.
Strong math skills with the ability to develop, track, analyze and report budget/fiscal information.
Superior analytical and problem solving skills to determine and maintain ever changing priorities in an organized manner that will be distributed to various staff and possibly resident though open communications.
Ability to interpret and ensure compliance with applicable policies, procedures, and regulatory requirements, including guidelines for qualification for grant opportunities.
Ability to develop and manage projects from inception to completion with minimal supervision.
Ability to read and understand as-built commercial construction plans, develop action plans, and monitor work progress.
Ability to read and understand operation and maintenance standards and put them to practical used in developing a maintenance plans.
Ability to follow-up on work being performed by maintenance personnel or contractors.
Must be able to understand life safety and hazardous situations and to develop and maintain priority work lists.
Ability to use spreadsheets to develop, track, analyze and report budget/fiscal information.
Ability to identify systemic problems, especially as it pertains to cost control, and develop, advocate of and implement solutions.
Ability to research and compile technical data.
Ability to conduct research and prepare grant proposals.
Ability to collect and analyze data and draw valid conclusions.
Ability to prepare clear and concise written reports, and to communicate effectively.
Ability to assign and review the work of others.
Ability to develop, write and implement strategic plans.
Ability to plan, prioritize, and coordinate multiple projects.
