Job Description
 

Performs administrative professional work assisting the Code Enforcement Division Manager in the general administration, development, and direction of all code enforcement-related activities. Responsibilities include developing citizen outreach programs, management of City contracts and contractors, and responding to complaints from constituents, city staff, and commissioners. Required to attend neighborhood meetings and be available for on-call duties. Responsibilities also include oversight of human resource functions, research and analysis of proposed code revisions, conducting studies to meet current and future code enforcement needs, and assisting in the development of code enforcement programs. Work involves considerable public contact. Responsible for conducting various field inspections, coordinating and directing the work between municipal departments. Work is performed under the general direction of the Code Enforcement Division Manager and is reviewed through conferences, reports, and the ability to meet division goals. 


Minimum Qualifications:

Bachelor's Degree in Business Administration, Public Administration, Construction, Planning, or related field and seven (7) years experience in code enforcement, construction management, project management, or public administration with preferred experience in government; two (2) years of which must have been in a supervisory capacity; or an equivalent combination of education, training, and experience. Valid Florida Driver's License is required. Property Management and Housing Inspector certification issued by the International Code Council and Parking Enforcement Specialist or obtain within one year of employment. Must pass background check which includes polygraph.

 
Responsibilities

Advises and participates in the development and administration of Division policies, procedures, and standards.  

Consult with and advise architects, engineers, contractors, and property owners regarding interpretation and requirements of City Codes; investigate and resolve issues following City policy and accepted industry practices. 

Attends various meetings and hearings relating to code enforcement activities. Work will involve considerable contact with constituents, property owners, and City staff. 

Formulates and reviews current and future needs of the Code Enforcement division. Provides reports and recommendations to address these needs which may include research of industry best practices.  

Planning and management of special events for Kia Center, downtown and Camping World Stadium. 

Advises and replies to inquiries/complaints from commissioners, City staff, governmental agencies, and the general public about code enforcement policies and procedures.

Provides recommendations for ordinance revisions or additions.

Oversees supervisors and code enforcement staff regarding hiring and discipline actions.

Represents Division in the grievance process and related proceedings, acts as a division representative on various boards.

Performs other duties as assigned.

Assumes duties of the Division Manager in Division Manager’s absence. 


KNOWLEDGE, SKILLS AND ABILITIES:

Considerable knowledge of methods, practices, procedures, and materials pertinent to code enforcement operations.

Thorough knowledge of rules, regulations, codes and ordinances relative to code enforcement. Knowledge of Building, Mechanical, Plumbing Gas and National Electrical and Energy Codes.

Knowledge of plans and developments in the code enforcement industry. Considerable knowledge of effective administrative, personnel, and fiscal management principles, practices and methods.

Ability to plan, control and supervise code enforcement operations.  Ability to develop code enforcement initiatives and programs to meet current and future needs of the division.

Ability to effectively supervise, train, and evaluate the work of subordinate personnel. Ability to conduct research, analyze and provide recommendations regarding code enforcement ordinances and programs.

Ability to prepare and/or supervise the preparation of administrative and technical reports. 

Ability to effectively communicate orally and in writing.

Ability to speak in public.

Ability to establish and maintain effective working relationships with staff, contractors, and the general public.
