Job Description
 

Performs responsible professional and administrative work developing, monitoring, and enhancing new and existing administrative systems. Manages the training program in accordance with business needs and quality management. Assists in developing and implementing a training plan. Develops training documentation, including how-to guides, detailed design parameters and criteria, and standard operating procedures. Creates and maintains training presentations, course material/content, and documentation. Focuses on the people side of change, including changes to business processes, systems and technology, job roles, and organization structures. Works to drive faster adoption, greater utilization, and higher proficiency on changes impacting employees in the organization to achieve business results. Work is performed under general direction and reviewed through discussions and reports submitted.

ECONOMIC DEVELOPMENT: Develops, maintains, and enhances new and existing reporting systems according to customer feedback and independent understanding of business operations. Data is turned into information and information into insights that directly influence and advance organizational capability. Performs professional and administrative work and provides direct business intelligence support to all levels and disciplines of Economic Development, with emphasis on Building and Development functions that are of key interest to City of Orlando customers. Prepares and delivers presentations that articulate business results to diverse audiences. Capable of leading changes to business processes, systems, and technology and driving faster adoption and higher proficiency amongst staff. Work is performed under the general direction of the Information Platforms Manager and reviewed through discussions and reports submitted.

FLEET MANAGEMENT: Performs responsible professional and administrative work. Responsible for performing research and analysis tasks in evaluating manufacturer's data, blueprints, and specifications used in procuring and maintaining a wide variety of equipment, passenger vehicles, police, fire apparatuses/rescue units, and large capacity refuse trucks. Duties require technical skills and independent judgment in analyzing currently used techniques and recommending procedures to increase efficiency, performance benchmarking, and staffing requirements. Work is performed under the supervision of the Fleet Business Operations Manager and reviewed through reports, conferences, and results obtained.

ECONOMIC DEVELOPMENT: Bachelor's Degree in Information Management, Computer Science, Statistics, Finance/Economics, or related field and three (3) or more years of experience in data analysis or custom report development for end users, including prior experience creating SQL queries, tables, stored procedures, and views in a relational database environment; or an equivalent combination of education, training, and experience. Valid Florida Driver's License required. Direct experience with business intelligence applications such as Power BI or Tableau preferred.

FLEET MANAGEMENT: Bachelor's Degree in business-related field with an emphasis in Finance, Economics, or Accounting and three (3) years of experience in finance or investment analysis; or an equivalent combination of education, training, and experience. Valid Florida Driver's License required. Experience with complex modeling and manipulating large amounts of data desired. Experience with Excel, SPSS, and SAS desired. Prior experience with SQL and XML, JavaScript, or ETL frameworks preferred. Knowledge of Fleet Information Management Systems (FASTER, AssetWorks, etc) preferred.

Assesses, develops and implements training programs. 

Updates training materials as needed. 

Maintains training records.

Works with functional teams in integrating change management activities into overall project plan.

Supports communication efforts.

Identifies and manages anticipated resistance, and develops specific plans to mitigate or address the concerns.

Identifies, analyzes, prepares risk mitigation tactics.

Evaluates and ensures user readiness.

Conducts readiness assessments, evaluates results and presents findings in a logical and easy-to-understand manner.

Identifies performance gaps, and works to develop and implement corrective actions.

Creates and enables reinforcement mechanisms and celebrations of success.

Acts as an active and visible coach to functional teams, managers, and supervisors for change management.

Defines and measures success metrics and monitor change progress.

Creates and manages measurement systems to track adoption, utilization and proficiency of individual changes.

Tracks and report issues.

Performs other related duties as assigned.

(Economic Development)
Develops analysis and reporting capabilities for the City of Orlando's permitting services and development review service platforms.

Monitors performance and quality control plans to identify improvements and trends. 

Interprets data, analyzes results using statistical techniques and provides ongoing reports

Develops and implements databases, data collection systems, data analytics and other strategies that optimize statistical efficiency and quality

Acquires data from primary or secondary data sources and maintain databases/data systems

Identifies, analyzes, and interprets trends or patterns in complex data sets

Filters and “cleans” data by reviewing computer reports, printouts, and performance indicators to locate and correct code problems

Works with management to prioritize business and information needs

Locates and defines new processes improvement opportunities

Performs other related duties as assigned.

(Fleet Management)
Researches modern trends in mobile equipment management including design modifications and manufacture of special purpose vehicles.

Conducts performance and trend-based analyzes on specialized types of automotive/heavy-duty vehicles/equipment for both on/off-road applications.

Conducts studies of fleet maintenance work; reviews and analyzes labor costs, work scheduling, and their quality control factors.

Inspects fleet preventive maintenance program compliance utilizing manufacturer's specifications and automotive engineering principles.

Reviews trends of parts procurement and maintenance supplies. 

Reviews performance trends relative to shop operations. 

Analyzes internal claims relative to manufacturer/dealer warranty programs.

Performs related work as required.
