Job Description
 
Performs administrative and professional work in the area of emergency management. Is responsible for assisting in emergency management planning, training, and operations. Has responsibility for assisting in the coordination with Orange County Office of Emergency Management (who has the primary responsibility for developing emergency operations plans), the State of Florida Division of Emergency Management, and FEMA on disaster response and recovery plans. Is also responsible for assisting in the development and maintenance of an emergency operational plan for the City of Orlando that complements and is coordinated with and through the Orange County Plan. The City’s Comprehensive Emergency Management Plan (CEMP) addresses, as much as possible, the coordination needed with Orange County. Work is performed under the direction of the Emergency Manager and reviewed through conferences, observations, and results obtained.

Minimum Qualifications:

Bachelor’s Degree in Public Administration, Emergency Management, or related field and at least three (3) years experience in full-time emergency management activities, training, and operations, to include experience in basic computer software, presentation software, and spreadsheet and database management software; or an equivalent combination of education, training, and experience. Valid Florida Driver's License required. Certified Emergency Manager (CEM) designation by the International Association of Emergency Managers required. Must be able to meet and deal with the public and communicate effectively, both orally and in writing. Bilingual in English and Spanish preferred.
 
Responsibilities

Assists in the development and maintenance of all hazard emergency management plans, programs, and training for the City of Orlando. All departments within the City share the responsibility of serving and protecting the citizens and visitors of the City of Orlando during times of natural or man-made disasters.

Participates in the identification and mitigation of hazardous conditions before the impact of a natural or man-made disaster.

Assists with providing oversight and information to other City departments as they carry out their duties in ways that avoid or minimize potential emergency conditions.

Serves as the Disaster Management Systems Administrator during an emergency or disaster under the supervision of the Emergency Manager.

Assists the Emergency Manager in the dissemination of information and public relations activities for the purpose of purpose of increasing community preparedness to threats and hazards.

Identifies emergency management training needs based on the Homeland Security Exercise and Evaluation Program (HSEEP).

Assists in the development and implementation of comprehensive emergency management training programs.

Participates in vulnerability assessments and in the identification and mitigation of hazardous conditions with all City departments and disaster response stakeholders.

Assists in the assessment of which hazards may affect the City, be they natural (severe weather) or man-made (weapons of mass destruction).

Participates in vulnerability assessments.

Interfaces with all levels of City and county government, as well as other public and private agencies and organizations.

Participates in the development of Request for Proposals (RFP’s) for disaster services (i.e. Emergency Management Services, Debris Monitoring, and Debris Removal) as well as the oversight of specific contracts awarded as a result of such RFP processes.

Represents the City of Orlando at a wide range of meetings for the purpose of discussing disaster preparedness, mitigation, response, and recovery.

Coordinates with county agencies to ensure that adequate sheltering infrastructure is available to the community during and after disasters.

KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of current emergency management practices and command procedures.

Knowledge of the National Incident Management System (NIMS), Incident Command System (ICS), Homeland Security Exercise and Evaluation Process (HSEEP) and current National EM standards and best practices.

Knowledge of state and federal emergency management plans, regulations, and procedures.

Knowledge of hazard mitigation procedures.

Skilled in the use of presentation development software.

Skilled in motivating and leading others.

Skilled in building consensus.

Ability to relate various types of data (e+g+ GIS, CAD, demographic) to create reports or make recommendations for performance enhancements, technology, and resource allocation.

Ability to make difficult decisions during times of great challenge.

Ability to express thoughts and concepts clearly in writing.

Ability to speak publicly and make public presentations.

Ability to create and manage a project budget.

Ability to be on call 24/7.
