Job Description
 
Performs professional technical, administrative, and supervisory work with responsibility for performing IT architecture/infrastructure reviews of the City of Orlando's technology covering systems, software, and networks while maintaining a high-level design plan for the overall strategic and technical IT architecture. Works with the Chief Information Officer (CIO) on strategic planning for departmental structure changes and recommends improvements in processes, policies, and procedures. Provides technical leadership and consulting across the organization, from strategic decision-making down to the project planning level. Plans, directs, and supervises the work assigned to IT Architects on the team. Work is performed under the general direction of the CIO with considerable latitude for individual initiative and judgment. Work is reviewed during meetings and by observation of results achieved and detailed reports.

Minimum Qualifications:

Bachelor's Degree in a technology-related field or equivalent technical training with major coursework in Systems Analysis, Support/Network, or related area and four (4) years of progressively responsible work experience in the design, installation, and maintenance of data and enterprise communications systems/networks, some of which must have been in a supervisory capacity; or an equivalent combination of education, training, and experience. Must pass police background check which includes polygraph.
 
Responsibilities

Works with the CIO on strategic planning for departmental structure changes and improvements.

Provides recommendations to the CIO for departmental improvements on processes, policy and procedures.

Manages the architecture and design authority functions throughout the Information Technology (IT) Department.

Identifies and shape current and future technology needs, and enterprise architecture direction.

Oversees adherence to the architecture strategy, principles and framework throughout IT Department.

Exercises quality control and progress control over the work of direct reports, motivating them and ensuring that good standards of discipline and conduct are maintained and preparing periodic performance appraisals.

Develops and fosters internal and external IT Service Management processes, policy and procedures.

Defines the technology solution and environment roadmaps to ensure capacity and scalability, as demand and usage evolve within the City.

Deploys architecture that follows industry standard type methods as, Architecture Development Method (ADM) frameworks and ITIL (Information Technology Infrastructure Library) information.

Gains organizational commitment for infrastructure plans and initiates and participates in projects to evaluate technologies and methods for implementing these plans.

Develops plans for the Architecture Development Method (ADM) frameworks and ITIL (Information Technology Infrastructure Library) type methods for IT service management (ITSM) that focuses on aligning IT services with the needs of business in a best practice strategy including regulatory compliance and governance process.

Conducts research on emerging technologies in support of systems development efforts, and recommend technologies that will increase cost effectiveness and systems flexibility including ROI and TCO models. Collaborates with end users and senior management to define business requirements for complex systems development and gain buy-in for all infrastructure plans through business cases, and ROI/TCO calculation models.

Keep all strategy and architecture documentation in a standardized format and centrally available. Maintains in-depth knowledge of the City’s existing IT architecture/infrastructure, and technology portfolio including systems, network, storage, VoIP infrastructures and their associated software, including components, governance process and standards.

Provides technical leadership across the organization, from strategic decision making down to the project planning level. Work closely with operations, project management, application development, network, security, and management team to develop scalable, maintainable, consistent, highly available architectures that meet business objectives and service-level agreements.

Develops and monitors testing plans to check current infrastructure and systems (internal or cloud) technical performance. Report on findings and make recommendations for improvement.

Collaborates with end users and senior management to define business requirements for complex systems development and gain buy-in for all infrastructure plans through business cases, and ROI/TCO calculation models.

Reviews new and existing IT projects, systems designs, and procurement/outsourcing plans for compliance with IT standards and architectural plans. Recommends technologies that will increase cost effectiveness and systems flexibility while collaborating with project managers and business unit leaders.

Documents the current and future state of the enterprise architectures and perform governance to ensure alignment of systems and IT strategy. Develops and delivers long-term strategic goals for architecture vision and standards in conjunction with senior managers and other key stakeholders.

Conducts technology requirements, feasibility studies for new software and hardware. Help select appropriate tools, software, applications, and systems to support technology and architecture goals.

Create strategies and plans for disaster recovery, business continuity, and archiving.

Assesses and determines governance, stewardship, and frameworks for managing technology and architecture across the organization.

Performs other duties as assigned.

 


KNOWLEDGE, SKILLS, AND ABILITIES:

Thorough knowledge of enterprise computer systems including physical and virtual servers, workstations, PCs, laptops mobile technology, virtual networking concepts, operating system software and industry directions.

 Considerable knowledge of systems analysis, computer operations, network concepts and techniques, server and desktop virtualization, and information security methods.

Considerable knowledge of computer system metrics, measurement techniques, capacity planning processes and audit practices andprocedures.

Knowledge of planning principles, governance, Architecture Development Method (ADM) frameworks concepts, ITIL (Information Technology Infrastructure Library) type principles, and other industry standards, procedures and techniques.

Knowledge of industry hardware including server, storage, desktop, laptop, data communication systems (VOIP), networks, and cloud technology concepts.

Ability to establish and maintain effective working relationships with employees, other managers and staff, and vendors relations.

Ability to conduct research, analyze and formulate recommendations to communicate clearly and concisely, orally and in writing.

Ability to make decisions recognizing established guidelines, precedents and practices, and to use resourcefulness and tact in meeting new challenges.

Ability to plan, schedule, coordinate and review the work of Systems/Network/Application architecture and Engineers.

Ability to establish and maintain effective working relationships with employees, outside contractors and vendors relations.

Ability to interpret and implement regulations, rules, and contract provisions for maximum benefit to the City.
