Job Description
|
|
Performs professional and technical work providing information and helping resolve user problems regarding department systems. Acts as an interface between the business and IT personnel to support the unit’s technology needs. Represents user area in all system enhancements and design activities. Reviews user requests and conducts data-gathering interviews. Documents business specifications and manages technology projects until completion.
Minimum Qualifications:
Bachelor’s Degree in Technology or Business Management or related field and six (6) months technology-based customer service experience; or an equivalent combination of education, training, and experience. Must pass police background investigation. CAPM or PMP certification preferred.
Additional Qualifications for Promotion:
Promotions are not to be considered an automatic function of longevity and are subject to the review and authorization of the Supervisor. The employee’s last performance review must have resulted in an overall rating of Meets standards or better with no factor rating of less than meets.

Oversees medium technology projects and/or phases of projects of larger scope.
Serves as an interface between the business and the IT area, translating business needs into application software requirements.
Oversees projects that include various phases and medium to large sized project teams.
Develops detailed work plans, schedules, project estimates, resource plans, and status reports.
Runs project meetings.
Provides updates to business leadership regarding project status and the application and implementation of technology.
Determines specific business application software requirements to address complex and varied business needs and analyses and designs solutions to complex and varied business needs.
Designs, implements and monitors the progress of initiatives, milestones, and budgets to ensure timeliness and deliverables are met.
Manages critical relationships with IT, consultants and vendors, internal end users, and business customers/leadership.
Provides information to end users to help resolve problems regarding assigned system(s).
Performs other duties as assigned or required.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of departmental processes for the area assigned.
Knowledge of systems analysis and information system concepts, techniques, and operating principles.
Knowledge of the capabilities, limitations and uses of available computer and peripheral equipment.
Knowledge of system development including available hardware and software related to the system for which design specifications are being prepared.
Skilled in the use of project management methods and techniques.
Ability to develop and track project success measurements.
Ability to evaluate business goals and objectives and the feasibility of applying technology to achieve these goals and objectives.
Ability to analyze projected project cost and resources and to develop business cases.
Ability to ascertain facts through testing and observation, analyze methods and procedures accurately and logically, and test system segments to determine requirement adequacy.
Ability to prepare and present formal presentations in a professional manner.
Ability to operate personal computer for extended periods of time.
Ability to communicate with and instruct others, using both technical and non-technical language to explain technical subjects and processes.
Ability to establish and maintain effective working relationships with internal and external personnel.
