Job Description
|
|
Performs advanced supervisory work in the maintenance and operation of a critical administrative system (Human Resources, Financial, Payroll) used by the City. Plans, coordinates, and directs staff in various aspects of system oversight including ensuring effective change management, planning and directing system updates, and managing the planning and installation process of additional functionality. Work includes assigning job priorities and ensuring standards are met. This position will also be the City’s named support contact and will be responsible for administering a substantial vendor contract. An employee in this position would require considerable judgment and discretion in establishing work standards, priorities, and efficiencies. Work is performed under the general supervision of the Deputy Chief Financial Officer through conferences, written reports, and achievement of goals and objectives.
Minimum Qualifications:
Bachelor's Degree in Business Administration, Public Administration, Information Systems, Computer Science, or related field and four (4) or more years experience in operations management and/or contract administration related to oversight of HR or Finance information systems, which includes at least two (2) years in a management/supervisory capacity; or an equivalent combination of education, training, and experience. Workday system experience is required. Preference for functional experience with human resource and financial systems and for project management experience.

Responsibilities

Establishes and enforces standards for work flow and the integrity of data in the City’s administrative service system, and ensures quality of work within that system.
Oversees the change management process and is responsible for promulgating and enforcing change management standards.
Acts as the City’s named support contact and is responsible for communicating system alerts to the affected parties.
Coordinates and directs the implementation of regular system updates.
Working in conjunction with functional leads, develops and oversees implementation plans for the installation of additional functionality.
Working in conjunction with the City’s security team, develops and enforces system security and integrity policies. Develops, updates, and oversees system testing plans.
Performs other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
Considerable knowledge of information systems principles, practices, and methods related to administrative service systems.
Knowledge of operational methods and procedures regarding information technology.
Ability to administer a substantial City contract and maintain positive vendor relations.
Ability to analyze information, project needs, and coordinate staff resources to meet the requirements of project timelines and problem resolution.
Ability to establish and maintain effective working relationships with others.
Ability to plan, coordinate and supervise the work of Workday support team.
Ability to gather and analyze information related to trends and issues.
Ability to prepare and present information in an organized fashion to functional areas and management.
The ability to have high levels of energy and enthusiasm for accomplishing organizational goals with the ability to function collegially in a team environment.
