Job Description
 
Under general direction, develops, implements, and oversees automation of wastewater systems using SCADA and other software. Supervises professional and technical staff involved in programming, troubleshooting, and other computer support functions. Performs other related duties as assigned.

Minimum Qualifications:

Bachelor's Degree in Computer Science, Information Technology, or related field and five (5) years experience developing systems, preferably using SCADA or comparable systems, and one (1) year experience as a supervisor; or an equivalent combination of education, training, and experience. Certification as an MS Systems Engineer or other comparable certificate desired.

Plans, organizes, and supervises professional and technical staff involved in developing, troubleshooting, and maintaining SCADA and other systems in the Wastewater Division; developments goals and objectives; interprets policies and procedures; trains, assigns, and evaluates the work of staff as appropriate.

Develops implements and maintains systems using Supervisory Control and Data Acquisition (SCADA) and other systems or databases used in the Wastewater Division.

Responsible for project management including plan development, system analysis, preparation of specifications, scope of project, problem resolution, and maintenance of maintain proper documentation.

Responds to inquiries and issues; identifies and resolved problems; researches and evaluates alternative methods to meet needs to complete each project.

Attends meetings and keeps management informed, makes recommendations, prepares and reviews reports, oversees program budget, and performs other administrative work.

Prepares and present annual budget, determine technology needs, and collaborate with vendors to collect and review quotes.

Perform technical work related to industrial automation: PLC and HMI programming, IT and OT network maintenance, and troubleshooting.

Performs other duties as assigned.

 


KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge at an advance level to perform system analysis, computer programming, systems development, database design, data modeling, testing, and documentation.

Knowledge of administration and personnel management including supervisory principles and practices.

Project management skills, including effective planning, setting goals and objectives, defining scope of project, preparing appropriate documentation and reports, and closing project within acceptable timeframe.

Ability to research, analyze, identify problems, resolve problems, and make recommendations.

Ability to effectively communicate well both orally and in writing, and to express technical ideas in an understandable manner to others.

Ability to establish and maintain effective working relationships with those contacted during the course of work.
