Job Description
 
Performs professional, technical, analytical and administrative work managing strategic city technology related projects. Manages the planning, development, and implementation of Information Systems in support of the Enterprise, by evaluating current and future business requirements. Controls project budgets while ensuring that projects are within budget and on time. Develops, maintains, and communicates project plans and schedules prioritizes requirements, and coordinates human, financial and vendor resources. Ensures all aspects of the project are compatible with the enterprise infrastructure. Assignments are performed under general direction and supervision of the Deputy Chief Information Officer and are reviewed for quality.

Minimum Qualifications:

Bachelor’s Degree with major course work in computer science, business or related field and four (4) or more years experience managing large-scale technology projects; or an equivalent combination of education, training and experience. A valid Florida Driver's License is required.
 
Responsibilities

Managers a staff of TMD Dept Liason personnel and functional managers to get support and resources for internal clients.

Participates in interviews with client departments, analyzes and documents business functions and processes, and provides recommendations for technology integration with existing systems and keeps abreast of emerging technology trends to benefit the City..

Manages project budgets and vendor relationships associated with projects.

Manages the process of specification development, to include estimated costs, and provides cost/benefit information to support projects.

Develops and maintains supporting project documentation.

Provides reports of project status as required.

Performs other related duties as required.


KNOWLEDGE, SKILLS AND ABILITIES:

Considerable knowledge of personal computers and peripheral equipment related software, configuration, operating system software, and industry directions.

Knowledge of the capabilities cost effectiveness, limitations and uses of technology and related equipment in meeting business requirements.

Knowledge of the request for proposal (RFP) process and ability to participate in contract negotiation and administration.

Knowledge of project management techniques.

Ability to conduct research, analyze and formulate recommendations and to communicate them clearly and concisely, orally and in writing.

Ability to establish and maintain effective working relationships with employees, department management personnel and others.

Ability to manage vendors and consultants.
