Job Description
|
|
Develops and implements the operating system for the trunked radio system under the direction of the Police Communications Manager. Is responsible for testing, debugging, documenting, demonstrating, and implementing a system application to meet the needs of the various radio system users. The users group is comprised of the managers of the OPD Communications Center/OFD Communications Center and the GOAA Communications Center.
Minimum Qualifications:
Bachelor's Degree and two (2) years experience in a related field, including experience with a similar system specifically in the programming field; or an equivalent combination of education, training, and experience. Prior experience with the design or implementation of an 800 MHZ trunked radio system preferred. Bachelor's Degree in Business Administration preferred.

Implements policies and procedures for daily operations approved by managers of users group; programs, installs, maintains, and ensures repairs of mobile radios; and ensures system integrity and the degree of security desired by users.
Maintains priorities among users for handling peak periods of radio traffic; makes real time decisions in emergencies as to which agencies may be deprived of communications; and explains and defends such decisions to users group managers.
Designs and implements computer screens for user groups through difficult field conditions for the best solution.
Conducts or arranges for training of staff and users.
Designs expansion and modifications of the system considering the number of mobile units in use in an area and density of radio traffic; analyzes antenna sites and channels available.
Confers with user groups on standards and procedures; designs interfaces with other 800 MHZ trunked systems.
Coordinates with the Federal Communications Commission, vendors, other public safety agencies, and communications managers in the user groups.
Makes recommendations on acquisitions, new hardware and software, reports, and costs to managers.
Prepares reports and correspondence as required.
Is responsible for base station, towers, microwave equipment, consoles, and related radio equipment. Serves as the radio representative with the City’s maintenance vendor.
Deploys critical communications within public buildings using BDA/DAS technology.
Performs other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of communications systems including system interfacing of the City/County Smartzone system.
Knowledge of two-way 800MHZ trunked systems.
Knowledge of analog and digital microwave and data communications applications.
Knowledge of the following industry standards used in radio communications.
NFPA 1221, 2019 edition, NFPA 1.11.10, FS 603.202(18).
Knowledge of BDA/DAS technology, commonly called Emergency Responder Communication Enhancement Systems (ERCES).
Ability to recognize system and network problems/errors and take corrective action.
Ability to coordinate and provide leadership in the development and presentation of training programs for assigned personnel.
Ability to communicate effectively, both orally and in writing.
Ability to analyze and prepare technical reports.
