Job Description
 
Performs professional and technical duties related to defining business needs, understanding current state environments, and helping to champion change initiatives. Duties include developing business cases to communicate analysis results and taking charge of working with stakeholders to elicit the information required to develop product requirements. Work is performed under the general direction of the Computer Operations Manager, with latitude for individual initiative and judgment. Work is reviewed through observation, discussion, reports, and successful resolution of customer needs given budget constraints.

Minimum Qualifications:

Bachelor's Degree in Computer Science, Information Systems, Business Administration, Public Administration, or related field and four (4) years of systems analysis and development experience; or an equivalent combination of education, training, and experience in an applicable technical environment. Must pass police background investigation. Must be comfortable facilitating discussions, leading stakeholders through requirement-related activities, supporting user acceptance testing, and assisting users as they transition through change to future statement environments. Certification in business analysis and Six Sigma by an industry-recognized certification organization desired.

Researches existing problems or opportunities needing to be addressed.

Defines and documents customer business requirements.

Researches to understand existing functions and processes including current operational procedures.

Analyzes the feasibility of proposed solution options.

On assigned projects, serves as a liaison between departmental end-users, Information Technology staff, consultants and other organizations.

Consults with functional managers and application users to elicit necessary information to specify requirements for new systems and enhancements to existing systems.

Identifies opportunities for improving business processes through information systems and/or non-system driven changes.

Understands how to use technology to solve business problems.

Creates and maintains business and functional specifications.

Ensures proposed system designs fits the needs of the users and addresses stated requirements.

Reads and interprets systems and functional technical literature and translates in terms understandable to end-users. Writes detailed universally understood procedures for permanent records and for use in training.

Conducts change impact analysis to assess the potential implications of proposed changes during in-flight projects.

Provides work direction to one or more technical or clerical staff or acts as a team lead on designated projects or assignments.

Develops Business Process Modelling and Notation diagrams for business processes and projects.

Performs other related duties as required.
