Job Description
 
Performs responsible administrative and managerial work involving emergency communications for the Police or Fire department. An employee assigned to this classification assists in the management of the Communications Center and is responsible for the dispatching, teletype, and complaint desk functions depending on area of assignment. Work is performed under the direction of the Communications Manager and performance is reviewed through conferences, evaluation of reports submitted, and quality of services provided by the Communications Center.

Minimum Qualifications:

Bachelor's Degree in Business Administration, Management or related area plus two (2) years supervisory experience in emergency communications, preferably in the area of assignment; or an equivalent combination of education, training, and experience.

FIRE DEPARTMENTMust be an Emergency Medical Dispatcher, EMD Quality Assurance preferred. Knowledge of Motorola Printrak CAD functions.

POLICE DEPARTMENTMust meet polygraph and background standards appropriate to non-sworn employees. Must pass police background investigation which includes polygraph examination.
 
Responsibilities

Supervises, through assigned supervisors, the receiving and dispatching of requests for police, fire, and/or medical services. Ensures staff is trained in proper telephone call procedures, operation of computer-aided dispatch system, enhanced 911 telephone system, teletype, and/or related communications equipment as well in maintenance and operational procedures for the specialized emergency medical and dispatching systems which provide pre-arrival medical and safety instructions to citizens in emergency situations.

May develop and serve as instructor for training courses for assigned area; maintains records of continuing education credits necessary for all employees to maintain professional certifications.

Determines employee training assignments; monitors all trainees and trainers; designs and supervises simulations to facilitate training; designs remedial training plans and supervises their execution; and determines manpower allocations based on training and operational needs. Plans, develops, and implements operating policies and procedures and training programs for the receipt and disposition of calls for a variety of situations requiring police or fire services assistance; and monitors operations to ensure compliance.

Compiles data and prepares various reports reflecting section activities and related matters; ensures the Communications Center is properly staffed on a 24-hour basis; and ensures that the maintenance and/or repair of communications equipment (radio system, teletype, telecommunications system, recorders, computer aided dispatch, and related equipment) is performed in a timely and cost-effective manner.

Represents the Department at state and national meetings for telecommunicators or assigned area.

Participates in the selection, promotion, discipline, and/or termination of employees; ensures that personnel decisions are consistent with City policies and procedures.

Administers annual operating budget for Communications Center; monitors expenditures; authorizes the procurement of materials supplies and equipment; and assists with the preparation of monthly/quarterly budget reports.

Authorizes overtime when needed; reviews and corrects payroll sheets.

Ensures adequate staffing for the 9-1-1 center by: creating and maintaining monthly schedules; processing yearly vacation picks for all communications employees; scheduling staff for natural disasters; processing shift assignments; staffing and planning logistics for large scale events, such as hurricanes; and planning and overseeing the annual National Telecommunications Week celebration.

Oversees, plans, and implements major programs and services for the Division and reports progress through chain of command.

Makes decisions that are high-level, time-sensitive, and confidential and which impact the Communications Division, FOB, and the Community served.

Is responsible for ensuring all communications employees maintain state and local certifications to perform as Public Safety Telecommunicators for the Orlando Fire Department and to maintain the current IAED Accredited Agency of Excellence; processes a 20 point application that involves the Quality Coordinator, IT, the Radio Shop, FOB, Communications staff and the Office of the Medical Director’s educational credits; and maintains certification of Emergency Medical Dispatcher through the National Academy of Emergency Dispatch.

Depending on assigned area, may assist with the interviewing process and selection of candidates; attends local recruiting events.

May keep monthly and annual 9-1-1 stats; submits reimbursement paperwork to receive funding from the 9-1-1 office for payroll and benefits costs, state application fees for PST licenses, and exam fees to receive a state PST certification.

May serve as the agency's alternate FCIC/NCIC agency coordinator, assisting the primary coordinator with compliance with the CJIS security policies and other duties; be available to assist all OPD personnel with accessing mandatory annual CJIS Limited Access, Full Access, or Security Awareness training; and may assist in the triennial FBI and FDLE Technical and Operational audits

May complete annual appraisals for assigned employees.

Ability to operate computer and communications equipment such as multi line telephone, teletype, two-way radio, computer aided dispatch system, etc.
