Job Description
|
|
Performs a variety of technical and administrative tasks relative to the City of Orlando's multi-user computer systems, servers, and networks. Responsibilities include specification, installation, maintenance, configuration, security, tuning, troubleshooting, backup and recovery, capacity planning, client support, and documentation of City computer systems, networks, and associated hardware/software resources. Must adhere to City and departmental policies and procedures. Work is performed under the general supervision of departmental managers and is subject to periodic review and evaluation. Work requires a flexible schedule to include some evenings and weekends.
Minimum Qualifications:
Bachelor's Degree with major coursework in Computer Science and one (1) year of work experience related to multi-user computer system/network administration, management, or support; or an equivalent combination of education, training, and experience. Valid Florida Driver's License required. Must pass police background investigation. Experience with specific computer systems, network technologies, communication protocols, or programming languages may be desired, depending on assignment.
Certain certifications may be desired for Systems/Network Administrators I and/or II, depending on the postion.

Research, and provide recommendations for City acquisition, standard computer system, server and/or networking technologies.
Specify, coordinate and/or perform installation of City multi-user computer systems, servers, networks and/or associated hardware/software.
Perform initial setup and subsequent modifications to multi-user computer systems, servers and/or network environments, including additions, enhancements and upgrades to component hardware, operating system software and resident applications as required.
Recommend, perform and/or coordinate maintenance agreements and services appropriate to maintain availability and function of city systems and networks according to established service-level agreements.
Develop, document and maintain procedural guidelines by which clients are given physical and logical access to systems and applications resident on multi-user computer systems, servers and/or networks.
Create and/or modify client user IDs and accounts as requested.
Create and/or modify computer system and/or network configurations to accommodate local and remote attached peripheral devices.
Identify and troubleshoot to resolution problems associated with multi-user computer systems, servers, networks and attached peripherals using protocol analyzers, communications trace utilities and/or other diagnostic equipment as needed.
Develop, document and maintain procedures, including instruction and operational interfaces, to backup data resident on multi-user computer systems and servers.
Monitor, sustain, and work to enhance system and/or network performance regarding availability, throughput, and response time, in keeping with established service-level agreements.
Document, and prepare written reports relative to, current and projected computer system, server and/or network resource utilization and performance for capacity, budget and finance planning.
Provide consulting and planning services to client departments regarding computer system, server, and/or network technologies, capacity and function.
KNOWLEDGE, SKILLS AND ABILITIES:
Detailed knowledge of personal computers, techniques and issues regarding the operation and administration of multi-user computer systems, servers and/or LAN/WAN environments, as well as a fundamental understanding of data communication/transmission protocols.
Specific knowledge of City computing platforms, operating systems and applications is also essential.
Ability to work effectively under pressure to identify, troubleshoot, and resolve problems associated with computer systems, servers and networks. This includes, but is not limited to the specification, installation, configuration, operation, tuning and maintenance of specific computing and communications equipment in a multi-platform, multi-vendor, multi-protocol environment.
Ability to understand and have awareness of computer and communication systems and networking components, concepts and operating procedures.
Ability to follow procedures and perform work necessary to grant authorized access to specific computer systems, servers, or networks.
Ability to follow instructions to install, troubleshoot, repair, and resolve problems with specific computer server and/or data network equipment.
Ability to use PC equipment to receive and document service call information.
Ability to effectively communicate ideas, concepts and descriptions relating to servers or networks over the phone and in person.
Ability to operate computer equipment for extended periods of time and physically lift and move computer/network components weighing up to 35 pounds.
Ability to effectively communicate (orally and in writing) regarding computer and network technologies to a variety of client/management audiences.
Ability to establish and maintain effective working relationships with fellow employees and representatives of other agencies and companies.
Ability to organize and prioritize work effectively, and maintain a professional attitude in the face of adversity.
Practical Factors for Internal Promotion Systems/Networks Admin I & II:
Promotions are not to be considered as an automatic function of longevity. Requests for promotion are to be initiated by the program manager, considered in view of employee performance evaluations, and are subject to the review and authorization of the Manager.
The following factors should be considered for individuals seeking promotion while employed as a System/Network Administrator I or II. It is recommended that promotion be possible, but no automatic, given successful completion of the probationary period for their existing assignment, an overall rating of Meets Standards on the latest performance appraisal with no individual factor rating of below Meets Standards, and quantitative verification of at least four of the following practical skills.
1. Demonstrated expertise and ability to diagnose, troubleshoot, and resolve complex problems related to specific City of Orlando computer server or network equipment.
2. Demonstrated ability to effectively communicate (orally and in writing) regarding server and network technologies to a variety of client/management audiences.
3. Demonstrated ability to create operational procedures necessary to the implementation and ongoing support of specific City of Orlando computer systems, servers, or networks.
4. Demonstrated ability to perform work necessary to grant authorized access to specific City of Orlando computer system, server, or network resoures.
5. Demonstrated ability to specify, install, configure, operate, tune, and/or maintain specific server and/or network equipment relative to the City of Orlando’s multi-platform, multi-vendor, multi-protocol environment.
6. Demonstrated Ability to recommend, acquire and/or coordinate maintenance agreements and services appropriate to maintain availability and function of City systems and networks according to established service-level agreements.
7. Ability to perform asset control functions as a Property Custodian, including the coordination of asset receipt, distribution and disposal. Work effectively with other City employees (Property Control, System/Network Administrators & Engineers, and Business Analysts) in this regard.
