|
Performs administrative and management duties in the development and implementation of public safety information systems strategy that addresses the business needs and supports all OPD and OFD functions. Serves as the public safety project manager in the sourcing, selection, and implementation of application systems, related technology solutions, and services. Is responsible for the integration, operation, data integrity, and maintenance of automated information systems and databases, including records management, Computer-Aided Dispatch (CAD), and all supporting systems. Researches best practices, conducts feasibility studies, and conducts cost-benefit analyses to identify technology solutions that most effectively and efficiently address public safety business needs. Work is performed under the general direction of the Chief Information Officer.
Minimum Qualifications:
Bachelor's Degree in Computer Science, Engineering, or related field plus four (4) years working with current NENA standards, police and fire Computer-Aided Dispatch (CAD), records, and other public safety standards and solutions. Must pass police background investigation.
In addition, the following characteristics are preferred. Ability to support administrative technical functions related to records management, Computer-Aided Dispatch (CAD), mobile unit functions, state reporting, staff training, and adherence to City of Orlando policies. An understanding of ITIL practices for the handling of project functions such as project requests, documentation, coordinating, change management as it relates to public safety projects. Good judgment, strong verbal and written communications skills, and strong organizational skills.

Leads the effort for the integration, operation, data integrity, and maintenance of automated information systems and databases including records management, computer aided dispatch (CAD), and all supporting systems.
Researches best practices as well as conducts feasibility studies and cost-benefit analysis in order to identify technology solutions that most effectively and efficiency address public safety business needs.

Implements public safety/911 dispatch, mapping, records, and mobile/field reporting software upgrades. This includes reviewing vendor documentation; coordinating new feature planning sessions with stakeholders; providing assistance with compiling testing documents; conducting functionality checks within sandbox environments; documenting issues and auditing progress; and reviewing potential pain points resolved via upgrade.
Coordinates scheduled maintenance for public safety/911 dispatch, mapping, records, and mobile/field reporting software, working closely with the systems/network team. This includes acting as the liaison between IT and the business units for monthly server restarts, weekly workstation restarts, communication center application restarts, Windows security patches, AMP updates, and service restarts based on utilization reports provided by the systems/network team.
Makes application changes to software. This includes adding squads/unit numbers; creating new unit statuses; inactivating unit numbers no longer in use; modifying call and unit list filters to reflect new units or districts; creating roadblocks to prevent units routing down inaccessible streets; entering common name shortcuts (allowing a business name to be typed/address auto-populates save to call entry processing time); creating new commands to address new upgrade functionality; and creating narrative commands (to populate a canned response for major incident tracking through the call narrative).
Triages help desk calls involving the public safety 911/dispatch, mapping, records, and mobile/field reporting software and its integrations. This includes remoting into devices, performing functionality checks, pulling/reviewing workstation and server logging, contacting the vendor if needed, creating help desk calls via the vendor's website, and coordinating remote triage sessions with vendors.
Conducts reviews of GIS sync package which provides the addressing that drives the entire public safety 911 software solution, ensuring that addresses populated within the call for service windows are reflected in the expected data. Also, studies the mapping software, reporting irregularities back to the GIS team for MXD package adjustment.
Reviews and assists with implementing new solutions and integrations. Consults with Police and Fire; assists with the sourcing and selection; conducts risk assessment and cost-benefit analysis; and identifies integration possibilities. Best practices are evaluated and engagement solicited from other agencies utilizing potential new applications/integrations. This includes assisting with: sourcing; selection including compiling necessary functionality requirements within RFP (request for procurement); and implementation for current public safety software and various integrations including crash/ticketing and data analysis/dashboards. For help desk software requests, provides public safety feedback over multiple sessions to determine escalation levels for public safety calls as well as routing suggestions; subjects issue categories for future help desk calls.
Requests and provides preliminary review of vendor quotes, contract amendments, annual maintenance quotes, and renewal invoices for public safety software and integrations. Works closely with fiscal manager and reviews the current and future CIP (capital improvement project) funding requests to ensure that the public safety progress roadmap is in place with adequate money available.
Reviews data integrity utilizing the 911 software solution as well as outside programs and applications, including spreadsheets and dashboards; reviews data regularly for in-place solutions (current and legacy data); studies new potential applications/integrations to ensure data integrity remains in place; and identifies dependencies/possible conflicts with current applications.
Submits change management (CM) documentation for updates/changes to PROD environment; completes functionality checks in sandbox environments; provides additional details and context during weekly CM meetings to justify approval of updates/changes; reviews CM documentation from immediate team members and IT staff; and identifies dependencies or impact to public safety software.
