Job Description
 
Performs responsible administrative and managerial work involving emergency communications and Fire Department mapping. Manages the operations of the Fire Communications Center. Work is performed under the direction of the Deputy Chief and performance is reviewed through conferences, evaluation of reports submitted, and the quality of the work performed by the various sections.

Minimum Qualifications:

Bachelor's Degree in Business Administration, Management, Fire Safety Management, Computer Sciences, or related field with four (4) or more years experience in emergency communications, preferably with two (2) years supervisory experience in the area of fire/EMS services; or an equivalent combination of education, training, and experience.
 
Responsibilities

Plans, develops, and implements operating policies, procedures, and training programs for the receipt and disposition of calls for a variety of situations requiring Fire Department assistance; monitors operations to ensure compliance.

Supervises, through assigned assistant managers and supervisors, the receiving and dispatching of requests for fire/EMS assistance; ensures proper training of the staff in telephone call procedures, operation of computer aided dispatch (CAD) system, OFD computer system, and related communications/computer equipment.

Serves as Department liaison with other fire departments, law enforcement agencies, and other emergency communications centers to plan and coordinate emergency services.

Develops and administers annual operating budget for Communications Center; monitors expenditures; and authorizes procurement of materials, supplies, overtime, and equipment.

Conducts research of communications systems; participates in the development of long-range planning for the OFD Center.

Coordinates maintenance and/or repair of communications equipment; handles Computer Aided Dispatch System configuration changes.

Ensures the OFD Communications Center is properly staffed on a 24-hour basis.

Directs fire/EMS communications activities during major special events, riots, or disasters. Keeps Fire Chief and/or Deputy Chief apprised of situations.

Supervises the collection/storage of the Fire Department’s incident/EMS reports.

Compiles data and prepares various reports reflecting Section activities.

Administers disciplinary actions and related personnel matters to ensure compliance with personnel policies and procedures.

Attends Regional 911 Center manager compliance meetings.

Plans and implements Emergency Medical Dispatch protocol changes.

Oversees configuration for station alert situations.

Plans and controls new employee training programs.

Manages IAED ACE accreditation as well as CAAS, ISO, and CFAI accreditation projects.

Gathers data and reports on fire apparatus response.

Performs other duties as assigned.


KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of complex communication systems including 800 MHZ trunked radio systems.

Knowledge of federal regulations governing the operation of communications systems and the release of information.

Knowledge of Fire Department/EMS operations.

Knowledge of effective management principles and practices.

Knowledge of computer systems and computer networks; knowledge of IBM AS 400 system desired.

Knowledge of computer aided dispatch systems.

Knowledge of mapping/computer graphics systems.

Knowledge of fire records systems.

Ability to plan and direct communications activities during major events or disasters.

Ability to communicate effectively, both verbally and in writing.

Ability to establish and maintain effective relationships with employees, other City employees, and the general public.

Ability to handle citizen complaints.

Ability to develop and control an operating budget.

Ability to exercise good judgment in challenging and/or emergency situations.

Ability to operate computer and communications equipment such as multi-line telephone, two-way radio, etc.
