Job Description
 
Develops and implements Economic Development Information Systems (EDIS) strategy that addresses business needs and supports all EDV functions. Serves as EDV project manager in the sourcing, selection, and implementation of EDIS, related technology solutions, and services. Is responsible for the integration, operation, and maintenance of automated information systems and databases, including EDIS, applicant tracking, and imaging systems. Work is performed under the general direction of the EDV Director.

Minimum Qualifications:

Bachelor's Degree in Computer Science, Information Systems, Planning, Business Administration, or related field and a minimum of four (4) years of recent professional economic development project management and implementation experience. Three (3) years of the required experience must have been as a supervisor with exposure to major EDV division functions, familiar with business processes and functional requirements; or an equivalent combination of education, training, and experience. Workday, Tidemark, or similar system experience a plus.

Supports the strategic direction of the EDV Division with respect to Economic Development Information Systems (EDIS) and related technology. Keeps abreast of technology trends and their potential impact on EDV systems and operations.

Serves as EDIS project manager for the EDV Division and ensures successful systems implementation; serves as the primary point-of-contact for EDV technology issues.

Analyzes, designs, operates, implements, and maintains automated information systems and databases, including EDVIS, applicant tracking, and imaging systems.

Develops systems documentation, operating procedures, and training programs; trains members of EDV team and other system users on new processes and functionality, as needed.

Manages the development and maintenance of the EDV Division internet page.

Researches best practices, conducts feasibility studies, and performs cost-benefit analysis in order to identify technology solutions that most effectively and efficiently address EDV business needs.

Ensures data integrity of EDV Systems.

Provides technical support to all EDV functions; supports business units with EDIS functionality, updates, and enhancements as it relates to their business needs and processes

Reviews and advises business units for outstanding business unit tasks that have a direct impact to the software system workflow and customer service. Performs testing of enhancements, modifications, upgrades, and workflow functionality prior to demonstration/promotion to the business units.

Supports and troubleshoots issues and enhancements related to EDIS systems. Replicates, researches, and resolves issues encountered by business units.

Works directly with EDIS related vendors with support items, troubleshooting, integration testing, enhancements, upgrades, licensing, implementation, and future planning.

Assists business units in completing open, erroneous, or overdue business tasks to meet deadlines or enhance the process for their customers. Coordinates with the business units to ensure compliance of ordinance, state statute, regulatory, and mandated workflow/system requirements. This often encompasses system modifications.

Reviews and updates automated services to EDIS software periodically and as requested by business units; updates internal and external customer information and/or access to cases in EDIS software.

Meets with business units, IT, and vendors regarding implementation, enhancements, modifications, support issues, and upgrades of EDIS software. This includes discussing how the business rules will impact the system and if/how the business rules may need to be modified to achieve the requested outcome.

Communicates with various IT team members and IT project managers on objectives, projects (current and upcoming), and support issues. Creates change management request documentation for IT review and approval for enhancements, modifications, and minor implementations.

Adds, modifies, implements, and reviews various custom variables, ad hoc reports, and code definition variables within EDIS software; troubleshoots, researches, replicates, and resolves user issues within EDIS software; and provides user assistance on EDIS software.

Provides cashiering assistance for Parking, OPD Records, OPD Vehicles for Hire, Greenwood Cemetery, Central Revenue, EDV, and OPD Cop Shop.

Performs other duties as assigned.

Knowledge of and thorough understanding of EDV functions, data, processes, and applicable regulations.

Knowledge of economic development policies, procedures, and programs.

Knowledge of Florida Public Records law.

Skilled in the use of computers and Microsoft business applications.
