Job Description
 
Performs complex administrative support work in the Human Relations Office. Responsible for the coordination of education outreach, special events, training and travel, purchasing, accounting, processing grant payment/drawdowns; maintaining financial records including grant files and similar financial support functions; and assisting with screening and case preparation. This position involves complicated work with varied procedures and/or work methods that permit initiative and independent judgment. Responsible for performing a variety of administrative support work for the Human Relations Manager and lead direction to other administrative support. Work is performed under the general supervision of the Human Relations Manager and reviewed through evaluation of reports submitted, conferences, frequent discussions, and results achieved. May be required to work and/or participate in community events and Human Relations activity deemed necessary by the Director/Manager, including hours after 5:00 p.m., weekends, and holidays.

Minimum Qualifications:

Associate's Degree, experience responding to verbal and written inquiries, and one (1) year specialized experience performing administrative support; or an equivalent combination of education, training, and experience. Valid Florida Driver's License required.
 
Responsibilities

Assists with inquires and screening of issues and complaints related to employment, housing and public accommodation discrimination; enters and retrieves information on system such as the IMS and HEMS; back up for docketing and closing functions related to cases; reviews and verifies accuracy of data; updates and maintains accurate files and data; distributes information, forms and copies as appropriate.

Compiles data, conducts research, and obtains pertinent material; prepare request for information (RFI); prepares routine reports using specialized database such as IMS; makes note of problems or areas of concern.

Assists with preparation of cases for investigation and/or mediation conferences; researches and gathers data and information on laws and precedents related to EEOC, HUD and the City’s Chapter 57 anti-discrimination ordinance and prepare settlement  and conciliation agreements.  As incumbent gains more experience and training, may facilitate mediations.

Review complaint document for compliance with regulation and procedure and recommend administrative action; conducts inquiries regarding individual cases for appropriate processing.

Performs a variety of administrative support work in support of office operations including coordinating travel for trainings; scheduling of meetings, mediations/conciliations; responding to request for information and case status inquiries; may provide staff assistance at board meeting and appeal hearings.

Process grant payment/drawdowns, prepare travel documents and maintain financial records including grant files.

Assist with the coordination and planning of special events, such as the annual Civil Rights Awards Ceremony, annual fair housing training event (s) and other community outreach events.

Performs other duties as may be assigned.


KNOWLEDGE, SKILLS, ABILITIES:

Knowledge of local, state and federal discrimination laws as they relate to employment, housing and public accommodations.

Knowledge of standard office methods and procedures.

Skilled in the operation of a personal computer.

Ability to demonstrate proficient use of specialized program systems such as EEOC’s IMS.

Ability to learn and apply basic policies, procedures, and regulations related to EEOC, HUD, and Chapter 57 of the City’s code as applicable.

Ability to conduct research, compile data, and prepare routine reports and memos.

Ability to learn and enter EEOC and HUD codes appropriately.

Ability to provide lead direction.

Ability to communicate effectively, respond to inquiries, and provide information.

Ability to take initiative and work independently within guidelines as necessary.

Ability to listen attentively and understand information.

Ability to provide good public service.

Ability to establish and maintain effective working relationships with others and the general public.

Ability to perform/attend any Human Relations/Community related activity deemed necessary by the manager; this includes hours after 5:00 p.m., weekends and holidays.
