Job Description
 
Performs professional and administrative work conducting intakes of complaints of unlawful discrimination in employment, residential housing, and public accommodations pursuant to Chapter 57 of the Code of the City of Orlando, Title VII of the 1964 Civil Rights Act, as amended, Title VIII of the Civil Rights Act of 1968 (Fair Housing Act), as amended, the Americans with Disabilities Act, as amended (ADAA), and other applicable federal, state, and local discrimination laws. Responsible for conducting the office intakes, providing technical assistance, and conducting education and outreach activities. Work is performed under the general supervision of the Human Relations Manager. Performance is reviewed through discussions, internal audits, external audits, and other achieved results. This position requires participation in the Office of Human Relations (OHR) activities during regular working hours, some weekdays after 5:00 pm, some weekends, and/or holidays.

Minimum Qualifications:

Bachelor’s Degree in Sociology, Human Resources/Personnel Administration, Public Administration, or related field and either six (6) months of experience working with Title VII or Title VIII cases or one (1) year of intake experience. The required education and experience may substituted with an Associate’s Degree in one of the aforementioned disciplines plus three (3) years of discrimination intake experience working with Title VII and Title VIII of the Federal Civil Rights Act; or an equivalent combination of education, training, and experience. Valid Florida Driver's License required. Microsoft Office proficiency required. Experience working with Title VII or Title VIII cases highly preferred.
 
Responsibilities
 
Knowledge, Skills, and Abilities:

Knowledge of City, State, and Federal Laws that prohibit discrimination in housing, employment, and public accommodation.
 
Skilled in both oral and written communication.
 
Ability to gather, organize and analyze case related information. 
 
Ability to convey complex legal concepts into simple language/terms. 
 
Ability to decipher technical writing while attending to fine details.
Thorough knowledge of City, State and Federal Laws prohibiting discrimination in employment, housing and public accommodation.

Knowledge of the State Landlord and Tenant Act.

Knowledge of the EEOC and HUD policies and procedures.

Demonstrated skill in the application of laws, rules, regulations, policies and procedures.

Superior organization and analytical skills necessary to interpret information from various sources.

Demonstrated oral and written communication skills, including the ability to convey concepts, industry specific and general in nature.

Attention to detail a necessity.

Must have excellent interpersonal skills, be a good listener and able to communicate effectively with people of all levels; demonstrated by establishing and maintaining a successful relationship with OHR staff, internal and external contacts, including City management, elected officials and business leaders.

Skilled in operating a personal computer and in Microsoft software products, primarily Word.

Ability to exercise sound judgment.

Ability to work independently

Ability to sit, stand, or walk for a prolong period of time.

Ability to work flexible hours (Weekdays after 5:00 p.m., weekends, and/or holidays).

Interviews parties and gathers information to draft charges/complaints of discrimination. 
 
Provides employment and housing discrimination counseling via phone and in-person. 
 
Conducts legal research for complaint filing and investigative plans. 
 
Dockets complaints of discrimination with appropriate federal agencies using web-based case management systems. 
 
Coordinates the mediation process. 
 
Maintains office intake calendar. 
 
Performs other duties as assigned.
