Job Description
 
Performs professional and administrative work in the Employment & Recruitment and/or Civil Service Section. Overall duties include reviewing, screening, and ranking applications, counseling applicants, employees and hiring managers, administering tests, and maintaining related records. Assists with the development of the Police and Fire Applicant/Testing/Processing, entry-level and promotional exams and procedures. Supports the City’s overall recruiting efforts by participating in job fairs and partnering with various educational institutions. Work is performed under the supervisor of area assigned or other administrative superior and is reviewed through observations, reports, conferences, and results obtained.

TRAINING: Performs professional and administrative work for the Training Department. Primary duties include, but are not limited to, data entry, running reports, assembling training materials, administering the educational reimbursement benefit, maintain files, and assist in delivering training. Additionally, this position serves as backup support in the day-to-day coordination of training activities as needed. Duties of this position are performed under limited supervision of the Training and Development Analyst and work is reviewed through observation, reports, conferences, and results obtained.

EMPLOYEE BENEFITS: Performs professional and administrative work primarily in the Employee Benefits Section. Overall duties include administering the new hire benefit election process, preparing benefit orientation materials, processing and entering new hire benefits, assisting employees with benefit election questions and issues, serving as a liaison between members and insurance carriers, responding to inquires in a timely manner, assisting with presenting new hire benefits at orientation, and supporting annual open enrollment needs and other areas of Human Resources as needed. Work is performed under the general supervision of the Employee Benefits Supervisor and is reviewed for achievement of goals and expectations through discussions, work reviewed, and results obtained.

Minimum Qualifications:

Bachelor's Degree in Human Resources, Business or Public Administration, or related field with two (2) years professional human resources generalist experience, preferably in employee services, staffing, testing and/or training activities; or an equivalent combination of education, training, and experience. A valid Florida Driver's License is required.

A valid Florida Driver's License is required. Must type 40 CWPM. Must be able to work with little or no supervision. Must be able to handle confidential and sensitive material.

Serves as a resource providing information and consultation to applicants, the general public, City employees on employment matters, policies and procedures, and posted vacancies;

Interviews applicants and screens applications; evaluates applicants' training, work experience, and skills to determine qualifications. Recommends applicants for interviews.

Develops new or recommends revisions concerning procedures and methods to increase productivity and ensure adherence to EEO requirements.

Counsels applicants and employees regarding employment, promotional opportunities and qualification requirements for positions.

Develops and recommends recruitment efforts, i.e., planning of strategies, test procedures, advertising.

Assist in selecting, developing and administering entry-level and promotional exams;responsible for scoring, communicating results, and advising applicants of their status.

Conducts training workshops in interviewing rules and techniques; may revise training manuals as needed.

Assists in the maintenance of Employment applications and Affirmative Action statistics.

Assists in monitoring applicant flow; recommends extensions, closings, and/or additional recruitment efforts for posted positions.

Performs other related duties as assigned.

TRAINING:
Reviews, approvals, communicates with employee and/or management of the City’s educational reimbursement benefit submissions

Maintains Workday HRIS Learning system to include and is not limited to creating courses, closing courses, tracking training attendance, running training compliance reports, and any other training record keeping is maintained regularly

Plans, develops, coordinates, promote, implements, and facilitates various training events, programs and/or activities as assigned (i.e., new employee orientation, diversity, technology training, etc.)

Assists in the design, development, and coordination of production of brochures, flyers, and internal web-based marketing

Designs and develops training templates (i.e., PowerPoint, Word, etc.) for programs and workshops; assists instructors in designing, updating, and formatting materials

Performs various operational, clerical, and/or administrative support tasks as assigned; serves as back-up support in the day-to-day coordination of training activities as needed

Performs miscellaneous other job-related duties as assigned


KNOWLEDGE, SKILLS AND ABILITIES:

Considerable knowledge of successful recruitment strategies.

Considerable knowledge of the goals and objectives, principles and practices of modern public personnel administration.

Considerable knowledge of acceptable practices of test development, test administration, scoring, and interpretation of results; and the ability to effectively administer written tests.

Knowledge of the structure, goals and objectives, programs and activities of municipal government.

Knowledge of EEO guidelines.

Knowledge of interviewing/selection techniques and the ability to effectively conduct group and individual interviews.

Skill in conducting training seminars.

Ability to conduct research, gather and organize data, analyze data and formulate intelligible recommendations.

Ability to communicate effectively, both orally and in writing.

Ability to establish and maintain effective working relationships with departmental officials, other employees, representatives of other agencies, employment applicants and the general public.

Ability to operate personal computer.

TRAINING:
Knowledge of policies and procedure and contracts and provide accurate information.

Knowledge of computerized records maintenance.

Skilled in the use of computers (MS Office) and HRIS/HCM systems.

Ability to communicate effectively both orally and in writing.

Ability to establish and maintain effective working relationships.

Ability to assist in gathering and organizing training data.

Ability to handle multiple assignments.
