Job Description
 
Performs responsible administrative and investigative work in the area of minority business contract compliance with primary responsibility for auditing business records and conducting investigations to facilitate the process of providing the maximum opportunity for women and minority-owned businesses to participate effectively in the construction bidding process for contracted services. Primary duties include onsite audits, compilation and analysis of workforce data and related information and the preparation of statistical reports. Work is performed under the general supervision of the MBE Program Coordinator. Performance is reviewed through evaluation of reports submitted, results obtained, and discussion of projects and/or problems.

Minimum Qualifications:

Bachelor's Degree in Business Management, Business Administration, or related field and two to three (2-3) years related experience; or an equivalent combination of education, training, and experience. Valid Florida Driver's License required.

Additional Qualifications for Promotion:

Promotions are not to be considered an automatic function of longevity and are subject to the review and authorization of the Supervisor. The employee’s last performance review must have resulted in an overall rating of Meets standards or better with no factor rating of less than meets.
 
Responsibilities
 
EXAMPLES OF WORK PERFORMED:

Performs on-site inspections of construction companies to verify work force utilization, etc. to ensure ordinance compliance; may interview employees if needed.

Consults with prime contractors and subcontractors to explain program, clarify issues, resolve problems, provide technical assistance as needed, and/or gain contract compliance.

Develops systematic, concise and detailed reports outlining findings and recommendations; may initiate corrective action as needed.

Explains and/or interprets ordinance requirements and related issues at pre bid, bid opening, pre award, pre-construction and various other construction planning meetings; consults with and provides advice to purchasing personnel and operating managers regarding the bidding and awarding of contracts.

Examines business records such as purchase orders, contracts, liability, bonding, and other insurance documents, various licenses and permits, ownership records and other related legal documents to establish/verify correct ownership, management, and control of company.

Participates in the development and dissemination of flyers, brochures, and other material used to promote the W/MBE Program.

Performs other related duties as assigned.


KNOWLEDGE, SKILLS AND ABILITIES:

Thorough knowledge of federal, state, and local regulations and laws related to minority business participation (Executive Order ll246, Section 503, Davis Bacon and Walsh Healey Acts, Chapter 57 of City Code and Title VII of the Civil Rights Act).

Knowledge of financial records, taxes, contracts, purchase orders, liability insurance, bonding and licensing requirements.

Knowledge of contract administration practices and procedures.

Knowledge of construction practices and operations.

Ability to work and carry out detailed instructions with a minimum of supervision.

Ability to analyze and interpret various laws and make valid conclusions.

Ability to compile statistical data and prepare detailed reports.

Ability to conduct inspections under adverse conditions such as uneven terrain, with some exposure to extreme weather, insects, excessive noise.

Ability to meet and work effectively with the general public, superiors, officials, departmental personnel, and members of minority business community.

Ability to communicate effectively both orally and in writing.
