Job Description
 
Provides paraprofessional, financial, technical, and budget support related to the organizational effectiveness and efficiency in the Facilities cost center. An employee assigned to this job profile is responsible for assisting in the coordination of budget preparation, financial and accounting activities. In addition, this position is responsible for the integrity and oversight of Facilities software programs. Work includes, assisting in the coordination of budget preparation, financial, and accounting activities with the submission of reports extracted from various applications. Assist in the development and submission of the annual budget; the preparation of monthly and quarterly reports; the organization, maintenance, review, interpretation of fiscal records, and maintains the accuracy of financial data in specialized applications for City facilities. Work is performed under the supervision of the Facilities Assistant Division Manager and is reviewed through conferences, reports submitted, periodic audits, and discussions.

Minimum Qualifications:

Associate's Degree with major coursework in Accounting or Business and four (4) years responsible experience in area of assignment; or an equivalent combination of education, training, and experience. Ability to operate personal computers with specific knowledge of Microsoft Office, Archibus, and Faster is highly desired.
 
Responsibilities
 
KNOWLEDGE, SKILLS, AND ABILITIES: 

Knowledge of the laws, rules and regulations controlling budgetary and fiscal record keeping.

Knowledge of the modern principles, practices and methods of accounting and the ability to apply this knowledge to various work situations

Some knowledge of statistical record keeping practices.

Knowledge of the operation of standard office machines including calculators

Knowledge of computers and their applications with specific emphasis on the use of Archibus, WorkDay, and software for generating financial, budget, and accounting reports;

Ability to develop work procedures;

Ability to maintain records and to prepare reports of tabulations for such records;

Ability to perform work involving written/numerical data and to make arithmetic calculations both manually and on the computer;

Ability to operate a personal computer for extended periods of time; Ability to research, organize and maintain financial data on the computer and to generate accurate financial and accounting reports for the City;

Ability to perform complex accounting and financial work, obtain and consolidate data, and prepare and effectively present reports to the City, both orally and in writing;

Ability to establish and maintain effective working relationships with City-wide personnel, and the general public.


WORK PERFORMED:

Assist in analyzes for Facilities program budget requests submitted by Program Managers and prepares various budget and financial reports,

Develops, recommends, and implements accounting and financial reporting process and policy changes.

Evaluates current financial and management reporting systems and recommend, develop and implement new practices, procedures, and systems to improve operating efficiency and internal controls; formulate and administer the City’s overall accounting and financial policies.

Project management responsibility for software programs in Facilities.

Maintain the accuracy of financial data in a specialized application for all City Facilities.

Extracts data for applications to assist in budget development.

Performs other related duties as assigned.
