Job Description
 
Performs professional management analyst work which may include some supervisory responsibilities, and professional and administrative work implementing and managing police grants. Primary duties include researching grant opportunities, preparing grant applications, maintaining and managing grant documentation, producing programmatic grant reports, evaluating/analyzing organizational units or programs, strategic planning, performance measurement, and special projects. Work is performed under general supervision. Work is reviewed while in progress and upon completion through discussions, evaluation of reports submitted, and results obtained.

Minimum Qualifications:

Bachelor's Degree in Public Administration or Business Administration and four (4) or more years experience in grant management, budget, and management analysis; or an equivalent combination of education, training, and experience. Experience in a governmental agency preferred.
 
Responsibilities

Identifies grant opportunities via web research, listserves, networking and other methods.

Prepares grant applications for submittal to local agencies, the State, and Federal Government.

Prepares award documents to be prepared for City Council and the granting agency.

Prepares and submits all required programmatic reports to the grantor.

Coordinates and monitors grants for satisfactory compliance with funding source regulations and service performance criteria.

Acts as the department liaison to federal, state, and local granting agencies.

Plans and conducts program evaluations and studies of organizational units within the police department for their effectiveness and efficiency.

Develops Police Department strategic plans.

Participates in the citywide strategic planning processes.

Monitors and collects performance measurement data for the Department’s performance reporting.

Performs other special projects as assigned.


KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of grant application process and writing of applications.

Knowledge of various law enforcement related grant programs available from local agencies, the State, and Federal Government.

Knowledge of management research principle techniques, methods, systems analysis and performance measures.

Knowledge of municipal administration and organization, City’s departments, functions, budgets, and operations.

Knowledge of statistical analysis software and computer applications.

Knowledge of budget development and administration.

Ability to interpret and ensure compliance with applicable policies, procedures, and regulatory requirements, including guidelines for qualification for grant opportunities.

Ability to research and compile technical data.

Ability to conduct research and prepare grant proposals.

Ability to track and monitor various projects and programs.

Ability to collect and analyze data and draw valid conclusions.

Ability to prepare clear and concise written reports, and to communicate effectively.

Ability to assign and review the work of others.

Ability to develop, write and implement strategic plans.

Ability to plan, prioritize, and coordinate multiple projects.

Ability to establish and maintain effective working relationships with employees and managerial personnel.
