Job Description

|
Reviews, analyzes, and monitors grants, contracts, and other types of financial assistance received from external organizations such as federal, state, and private foundations in order to ensure compliance with funding agency, government, and City of Orlando requirements; serves as a resource to department staff, identifies issues, makes recommendations, and prepares reports as appropriate; performs other related duties as assigned.
Minimum Qualifications:
Bachelor’s Degree in Accounting, Finance, or related field and two (2) years specialized experience working with financial data performing grant or contract analysis, financial audits, government accounting; or an equivalent combination of education and experience. Some positions may require a valid Florida Driver's License. CPA license desired. Experience performing state or federal grant analysis work desired.

Reviews, analyzes and monitors grants, contracts and other types of financial assistance; interprets executed agreements to ensure departments or divisions are in compliance with funding organization's requirements; develops, modifies, and maintains multi-level spreadsheets or databases to track, monitor, and review a variety of data.
Audits grant master files, financial documents, reports and working papers prior to closing awards or other functions; notes irregularities and potential issues; utilizes financial systems and management databases as appropriate; prepares summary of findings or other reports.
Investigates issues with respect to grant or contract management and related matters; works closely with department staff and managers to resolve existing or potential issues, makes recommendations for improvement, correction, or final adjustments as appropriate; follows up with outstanding issues as necessary.
Analyzes and reconciles general ledger accounts for assigned grants or contracts in order to ensure accurate reporting of financial data or financial statements; prepares and maintains Schedule of Expenditures of Federal Awards & State Financial Assistance (SEFA) in compliance with OMB Circular A-133, and other reports or documents as may be required by other circulars or regulations.
Assists external auditors with periodic audits of grants or contracts; coordinates activities with departments or divisions.
Serves as a resource to departments, divisions, and individuals on grants and contract related matters; provides technical assistance and staff training on grant administration and management activities; responds to inquiries, provides information, and conducts research as appropriate.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of the principles, practices and methods of financial and governmental accounting.
Working knowledge of principles, practices, and procedures of grants and contracts management and financial reporting.
Strong analytical skills including problem identification and problem resolution.
Strong computer skills particularly financial management applications, spreadsheets and databases
Excellent organizational skills and ability to prioritize work under tight deadlines.
Excellent oral and written communication skills
Ability to monitor or audit grants, contracts, and other types of financial assistance to ensure compliance with requirements.
Ability to research, analyze and interpret factual data necessary to render opinions, decisions, and direction for grants and other types of financial assistance.
Ability to work independently and display initiative in timely performance of assigned duties.
Ability to provide good customer service including technical assistance and other training in a professional manner.
Ability to establish and develop effective and cooperative working relationships with others and maintain them over time.
