Job Description
 
Performs complex professional, administrative, and supervisory work assisting the Treasurer for the management and administration of the City of Orlando’s debt and treasury activities. Responsibilities include investment management, pension administration, debt management, budgeting, performing financial projections, and other complex financial analyses. Work is performed under the general supervision of the Treasurer and work is reviewed while in progress through reports, audits, and results obtained.

Minimum Qualifications:

Bachelor's Degree in Business Administration, Public Relations, Accounting, Finance, or related field and four (4) years experience in finance, accounting, investments, or budgets including a minimum of one (1) year experience in financial management, policy development, and policy administration; or an equivalent combination of education, training, and experience.

Research and invest the in-house portion of City funds, based on market opportunities while complying with policy restrictions that include sector, quality, and maturity qualifications. Manages the City’s cash position on a daily basis, including wire handling, funding of stand alone City accounts through book transfers, and monitoring all City account standings to ensure that the investment potential of idle cash is maximized. Manages the City’s Other Post Employment Benefits Trust Fund, including oversight of external investment managers, portfolio rebalancing, and compliance with investment policy statements. Manages the actuarial valuation process for the City’s three defined benefit pension funds and the City’s Other Post Employment Benefits Trust Fund. Assists with the administration of three defined benefit pension plans and multiple participant-directed deferred compensation and defined contribution plans, including managing third party administrators, investment consultants, custodial banks and investment managers. Evaluates the work of pension staff. Manages relationships with various investment managers, investment consultant, and custodian bank. Periodically contacts each for questions and/or research as needed. Manages the full financial functions tied to certain major capital projects in the City assigned to the Treasury Division, including the payment process, procurement process, owner direct purchase program, reporting financial status of the projects to management and key stakeholders, coordinating and directing partner departments during the projects, and liaising with the auditors during internal and external audits. Ensures all policies and procedures during the financial management of assigned capital projects are adhered to while identifying opportunities for efficiencies in the various processes to ensure contractors are paid timely while complying with stated requirements. Manages the City's continuing disclosure process by staying informed of changing rules and regulations, preparing the City's annual Bond Disclosure Supplement, coordinating with financial advisors, disclosure counsel, and the City's external disclosure agent, and preparing policies and procedures to ensure compliance with continuing disclosure requirements. Monitors and tracks the status of debt issuances, including the spending of proceeds, interest earnings, developing the annual budgets for all City debt, forecasting future debt requirements, and reporting to management the status of bond spending and compliance with spending restrictions and requirements. Monitors Tourist Development Tax collections related to contractual and intergovernmental agreements with the County. Monitor and project the sufficiency of collections for TDT related debt service, provide information on TDT collections to various stakeholders, including rating agencies, and report to the County on the spending of TDT bond proceeds. Performs other duties as assigned.
