Job Description

|
Performs responsible specialized work of above average difficulty involving municipal real estate activities. An employee assigned to this classification performs assignments relating to the appraisal, management, acquisition, and disposition of municipal real property. Work requires the employee to apply technical knowledge in real estate and the legal aspects of property transactions. Employee exercises reasonable initiative and independent judgment in performing assignments. Work is performed under the supervision of the Real Estate Division Manager and is reviewed through conferences, evaluation of transactions and recommendations submitted, and thorough review of reports and records.
Minimum Qualifications:
Bachelor's Degree in Real Estate or related field and three (3) years experience in real estate appraisal, property management, real estate transfer, or title examination; or an equivalent combination of education, training, and experience. Valid Driver's License required at the time of employment. Must be licensed as a salesperson, state of Florida real estate broker (or be able to obtain licensure within six (6) months of hire), or state of Florida real estate appraiser.
Additional Qualifications for Promotion:
Promotions are not to be considered an automatic function of longevity and are subject to the review and authorization of the Supervisor. The employee’s last performance review must have resulted in an overall rating of Meets standards or better with no factor rating of less than meets.

Responsibilities

EXAMPLES OF WORK PERFORMED:

Performs title search of official records to determine ownership of real property to be acquired; obtains appraisals of property to be acquired; analyzes reports for accuracy and inspects properties; negotiates with owners for acquisition of designated properties; secures affidavits and other documents required for acquisition proceedings.
Performs real property management activities including locating, negotiating and recommending property to meet municipal requirements, coordinating occupancy lease agreements, rental charges and collections, insurance, repairs to buildings and facilities, utilities and security measures.
Assists in the acquisition of property for special federal rehabilitation and urban renewal projects, including contacts with property owners, documentation and records of all such activities in accordance with federal grant requirements.
Conducts records research, prepares and maintains municipal real estate transaction and management records, compiles data on sale and lease of City-owned properties, obtains documents relating to real property and transactions, investigates claims of unrecorded ownership, prepares reports of activities.
Reviews, categorizes and processes city-owned property stormwater bills for payment.
Interview, locate, and arrange the relocation for displaced individuals and families (City Policy or HUD Uniform Relocation).
Acts as review appraiser of leases, real property and easement values, and makes recommendations to supervisor.
Reviews project right-of-way plans; consults with engineers and planners regarding details and land use, as required.
Receives and answers requests from the public regarding property.
Searches legal and property records to determine rights of ownership to parcels of land, dedications of property and descriptions and size of parcels of property. Makes purchase recommendations.
Confers with property owners or their representative and negotiates for the buying, selling, renting, leasing, and exchanging of real property, or any interest in or concerning same such as easements of dedication for City purposes. Negotiates relocation assistance with owners and tenants in accordance with prescribed policies.
Aides in preparation for condemnation proceedings and testifies in court in condemnation cases and records all legal instruments.
Plots property locations and dedications of property on maps.
Arranges for preparation of various forms of deeds, including warranty, quit claim and right-of-way, requiring preparation and checking of legal descriptions; prepares reports and affidavits.
Researches requests received from entities for exemption from city utility tax; grants or denies exemption based upon research. Reconciles monthly OUC utility tax exempt printout with city records.
Performs related work as required.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of real estate title work and sources to be checked to determine ownership and legal descriptions of property.
Knowledge of the forms, terminology and procedures used in recording deeds and in obtaining dedications of land.
Knowledge of real estate valuation principles and an understanding of real property law.
Knowledge of contract closing procedures, City, State & Federal guidelines, and appraisal practices.
Some knowledge of engineering practices and terminology used in land survey and property acquisition work.
Ability to operate an automobile.
Ability to perform analytical work carefully and accurately.
Ability to communicate clearly and concisely, orally and in writing.
