|
Collaborates with departments to identify fundable projects fitting organizational strategies, conducts research, identifies potential external funding sources, and writes proposals to secure privately and publicly funded grants for departments, general operations, and capital projects. Updates and maintains the City’s grant management database for all applications submitted and awards received. Performs professional, technical, and supervisory work at an advanced level involving the responsibility for general management and oversight of the City’s grant management function for externally funded grants and other types of financial assistance. Work requires considerable independent professional judgment and initiative in resolving problems based on a comprehensive knowledge of Citywide policies and various grant program regulations. Work is performed under the general supervision of the Assistant Controller and is reviewed while in progress and based upon results achieved.
Minimum Qualifications:
Bachelor’s Degree in Business or Public Administration, Nonprofit Management, Finance, Communications, Social Science, or related field; plus four (4) years of management experience in grant management, consulting, government, business, social services, or related fields, to include supervisory/management experience in grant-funded programs or projects, budgeting, training, program development, project management, program evaluation; or an equivalent combination of education, training, and experience; to include at least two (2) years experience writing grant proposals and managing federal and state grants. Microsoft Word, Excel, and PowerPoint software experience required. Prior experience monitoring grants compliance within a government agency preferred. MPA or equivalent desired.

Manages and oversees the City's grant management function for externally funded grants and other types of financial assistance.
Generates proposals and supporting documents in response to solicitations.
Identifies funding opportunities and new program areas to match Department’s priorities, using research tools. Tracks and monitors annual revenue goals for grants to provide financial updates and recommendations for annual budget development; analyzes grant funding trends to identify growing programs, opportunities for increased funding, and areas in need of greater development; conducts internal and external research to identify funding opportunities with foundations, governmental agencies, corporate, and community-based funding organizations.
Develops and maintains grant policies and procedures, directives, the grants management database, informational web pages, and related systems that support the grants management function.
Chairs the Grants Oversight Committee and coordinates related activities with Grants Oversight Committee liaisons and other user department representatives.
Assesses need for, develops, delivers and coordinates grant training for City staff on a variety of topics, designed to build staff capacity to apply for and manage grants.
Reviews grant applications and awards.
Works with Department personnel to ensure proper management of grants in compliance with established grant program regulations. Provides technical assistance as needed.
Responds to inquiries regarding the interpretation of federal and state regulations and administrative matters pertaining to grants and other types of financial assistance and City policies and procedures.
Identifies and investigates issues that may arise with respect to the management of externally funded City grants.
Facilitates annual Citywide grant planning and collaborative grant submittals.
Ensures grant opportunities and professional development resources are available for City staff through memberships, subscriptions, research, etc.
Monitors state and federal funding opportunities and publishes an electronic newsletter with open grant opportunities available to local government.
Manages multi-department grant initiatives; provides reports to funders; and ensures compliance with grant obligations.
Enters all award proposals and awards in the financial management system; tests updates to financial management system relating to grant functions; and suggests configuration changes relating to grants for financial management system.
Writes, reviews, and edits grant applications and written communications; conducts research to communicate the need for new programs and initiatives.
Per Grant Policies and Procedures 2320.1, also has Department-level functions. Is responsible for obtaining significant disclosures of financial interest in compliance with federal conflict of interest reporting requirements; determines whether requests for support from external organizations for grant applications are considered to be Letters of Support, Letters of Commitment, or Letters of Collaboration; and routes these requests through the appropriate processes.
Prepares and submits applications and reports in accordance with funder requirements and deadlines and provides guidance to museum staff on necessary and/or useful evaluation strategies to grow reporting capacity and improve outcomes-based proposal writing.
Performs other duties as assigned.

Skilled in public speaking, making presentations, conducting workshops, and presenting ideas clearly and concisely in writing and/or verbally.
Ability to research, analyze, interpret, and write factual data necessary to render opinions, decisions, and direction for grants and other types of financial assistance.
Ability to develop and maintain grant management systems and related policies and procedures.
Ability to prioritize work under tight deadlines.
Ability to interpret grant agreements and national policy requirements.
Ability to work independently and display initiative in timely performance of assigned duties.
Ability to establish and maintain effective working relationships with staff, outside agencies, vendors, and the public as necessitated by the work.
Ability to operate a personal computer, software programs, and databases.
