Job Description
 
Performs complex technical work in the preparation, review, and examination of appraisals to determine the fair market value of real estate and other related interests for eminent domain proceedings and land acquisitions by the City of Orlando. Work is performed independently with general supervision. Work is reviewed for compliance with division objectives and policies for achievement of desired results.

Minimum Qualifications:

Bachelor’s Degree in Real Estate, Business, Finance, Public Administration, or related field and three (3) years experience as an appraiser; or an equivalent combination of education, training, and experience. Appraiser License and valid Florida Driver's License required. Real Estate Broker’s or Salesman’s License desired. State of Florida Certified Appraiser License preferred.
 
Responsibilities
 
EXAMPLES OF WORK PERFORMED:

Appraisal Activities:

Performs appraisals for land acquisition/disposition by the City.

Inspects and appraises commercial and residential real and appurtenant personal property.

Reviews all fee and staff appraisals submitted to the City for land acquisition/disposition.

Evaluates appraisal firm’s performance.

Estimates total right-of-way cost of projects that include the appraised value of the property to be acquired, appraisal fees, attorney’s fees and other consulting fees and all legal costs.

Coordinate and supervise independent appraiser activities and provide scope of work to be performed.

Assists Real Estate Manager and Agents, and Office of Legal Affairs with appraisal needs.

Tracks all assigned projects through to completion.

Real Estate Management Activities:

Research and advise management on feasibility of projects.

Evaluate and advise on alternative uses for properties.

Develop marketing strategies for sale or lease of properties and assist in the implementation of strategies.

Assist in the technical analysis regarding lease agreements, property legal descriptions, surveys, environmental reports, title document, contract for sale and purchase, etc.

Assist in the development of acquisition/disposition strategies and negotiations.

Assist in the negotiation of contracts and agreements and in the development of terms and conditions.

Assist in the various activities in preparation for real property closings.

Assist in the management and administration of City owned property.


KNOWLEDGE, SKILLS AND ABILITIES:

Experience in the appraisal and review for eminent domain.

Experience with word processing, spreadsheet and windows applications.

State certified as a general real estate appraiser.
