Job Description
 
Performs administrative and professional work managing the City of Orlando’s Paving Management Plan by coordinating with other departments and jurisdictions on pavement rehabilitation to meet performance goals. Is responsible for planning, directing, and coordinating activities to ensure projects are accomplished within the prescribed time frame and funding parameters. Serves as the resource for pavement management and pavement engineering. Provides technical guidance and assistance on pavement systems, design, construction, and maintenance of new and rehabilitated pavement structures. Work is performed under the general direction of the City Engineer. Performance is reviewed through formal meetings, informal meetings, reports, and results achieved.

Minimum Qualifications:

Bachelor’s Degree in Civil Engineering, Architecture, or Construction Management and two (2) years experience in design, inspection, and project management, a significant portion of which must have included pavement inspection, rehabilitation, and preservation; or an equivalent combination of education, training, and experience. Professional Engineer (PE) registration in the State of Florida and valid Florida Driver's License required. Track record in performing pavement condition assessments and managing a significant inventory of roadways using the Pavement Management System (PMS) model desired.
 
Responsibilities

Analyzes and defines scope and budget of pavement preservation and stormwater projects with the Streets and Stormwater Division Manager and City Engineer.

Plans, organizes, and reviews the performance of professional and/or technical staff undertaking roadway engineering and maintenance work.

Advises and consults on projects related to engineering assignments common to materials engineering on roadway projects.

Develops and manages preventive maintenance schedules for roadway network programs and other non-pavement projects.

Plans and coordinates lifecycle replacement of associated infrastructure and preservation.

Manages emergency response for events requiring repairs, corrective action, or field support.

Coordinates pavement performance measures with other City departments and partner agencies.

Is responsible for the City’s ADA transition plan; coordinates compliance and project management in conjunction with other departments or other partner agencies.

Performs professional engineering work involving research, design, and construction.

Works with the Purchasing Division in the preparation and development of IFBs, RFPs, and/or RFQs in the solicitation for services such as FDR, milling, resurfacing, curb work, etc.

Creates fiscal impact statements.

Writes City Council agenda items to obtain authorization to negotiate with contractors or consultants.

Arranges and holds meetings with contractors/consultants to negotiate terms and conditions of contracts.

Reviews plans, specifications, and construction cost estimates within the Streets and Stormwater Division.

Monitors and approves construction activities such as change orders and invoices.

Develops schedule of construction projects as a whole and in relation to specific job tasks.

Manages consultant contracts to ensure adherence to scope and resolution of design conflicts.

Interviews and thoroughly reviews firm qualifications information for the ranking of proposals.

Supervises, trains, schedules, and evaluates the work of assigned staff. 

Uses database technologies to manage the inventory of infrastructure (specifically paving) networks.

Is responsible for bridge maintenance program including contracts, invoicing, and report tracking.

Performs other duties as assigned.





 



 

 

 


KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of the latest engineering concepts, principles, theories, and methods required to plan, design, construct, rehabilitate, and preservation of pavements and roadways.

Knowledge of pavement and roadway engineering federal, state, and local laws.

Knowledge of surveying techniques.

Knowledge of local ordinances and permitting requirements.

Knowledge of budget preparation and administration.

Skilled in evaluating engineering projects and making decisions.

Skilled in the use of Computer Aided Design and Drafting (CADD) and other software programs such as Word, Excel, Microsoft Project, and PowerPoint.

Ability to deliver quality projects on time and within budget.

Ability to organize and handle multiple projectsAbility to develop and manage project scheduling and budgets from inception to completion.

Ability to effectively conduct negotiations with current and prospective consultants, which may involve speaking and hearing.

Ability to perform pavement condition assessments and manage a network-wide Pavement Management System (PMS).

Ability to evaluate engineering projects and make decisions.

Ability to plan, organize, and direct the work of assigned employees.

Ability to develop and maintain effective working relationships.

Ability to operate personal computers.

Ability to work in confined areas, around excessive noise and heights, and in extreme weather.
