Job Description
 

Performs administrative and professional work involving the quality control of Capital Improvement programs on behalf of the City of Orlando. Responsible for planning, directing, and coordinating activities to ensure projects are accomplished within the prescribed time frame and funding parameters. Work is performed under the general direction of the Division Manager. Performance is reviewed periodically through both formal and informal meetings and reports.

Minimum Qualifications:


Bachelor’s degree in Urban Planning, Transportation Planning, Transportation Engineering, or a related field; plus two (2) years of experience in a transportation planning field required; or an equivalent combination of education, training, and experience. Valid Florida driver's license required. Urban planning, transportation planning, or transportation engineering, with a focus on municipal code regulations experience preferred. One (1) year of local government transportation experience preferred. American Institute of Certified Planner (AICP), Professional Transportation Planner (PTP), or Professional Engineer certification desired.

 
Responsibilities

Analyzes and defines the scope and budget of projects with client divisions.

Writes City Council Agenda items to obtain authorization to negotiate with consultants.

Sets-up and holds meetings with consultants to negotiate terms and conditions of contracts.

Reviews plans, specifications and construction cost estimates with various city divisions.

Conducts the bidding process which includes advertising for bid, evaluation, recommendations of award and issuing notice of award to consultants and contractors.

Monitors and approves construction activities such as change orders and pay estimates.

Develops schedule of construction project as a whole and in relation to specific job tasks.

Manages consultant contracts to ensure adherence to scope and resolution of design conflicts.

Interviews and thoroughly reviews firm qualifications information for the ranking of proposals.

Performs other duties as needed to facilitate the accomplishment of departmental goals and objectives.


KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of surveying techniques.

Knowledge of the latest civil engineering methodology.

Knowledge of local ordinances and permitting requirements.

Skilled in the use of Computer Aided Design and Drafting (CADD) and other software programs such as Word, Excel, Microsoft Project, Power Point.

Ability to use the Internet to communicate with consultants and contractors.

Ability to deliver quality projects on time and within budgets.

Ability to operate personal computers.

Ability to simultaneously handle multiple projects

Ability to communicate effectively both orally and in writing.

Ability to present projects in a public forum.

Ability to develop and manage project scheduling and budgets from inception to completion.

Ability to organize and prioritize multiple tasks.

Ability to perform construction inspections, which may involve standing, walking, bending and stooping.

Ability to effectively conduct negotiations with current and perspective consultants, which may involve speaking and hearing.

Ability to work in confined areas, around excessive noise and at heights.
