Job Description
|
|
Performs professional-level work and is responsible for managing, maintaining, and promoting a portfolio of products utilizing assigned Digital Platforms. Guides City of Orlando staff to build purchase and manage digital platforms that allow residents to interact with the City in a simple, beautiful, and easy-to-use manner. This extends from increasing the usability of existing digital platforms to collaborating with 3rd party vendors on new platforms. Incumbents in this classification will be expected to have a keen interest in improving city operations, in addition to addressing the needs of residents and the business community, and have a passion for identifying and answering questions that help the Digital Platform and Service Design Team build and manage the best tools for those needs. Work is performed under the general supervision of the Innovation Official. Performance is reviewed through conferences, written reports, and the achievement of goals and objectives.
Minimum Qualifications:
Bachelor's Degree in Computer Science, Business/Public Administration, or related field and three (3) years software marketing or product management experience; or an equivalent combination of education, training, and experience in an applicable technical or startup environment. Must pass police background investigation. Pragmatic Marketing Certification, Agile experience, or Agile certification preferred. Familiarity with Content Management Systems desired.

Develops an expert understanding of the users’ needs and champion these in the delivery of your product
Defines, explains and iterates a product vision that is compelling to your users, team and stakeholders
Researches and analyzes 3rd party platform vendors to meet the product vision
Assists and leads the procurement of new 3rd party platforms
Acts as a liaison with 3rd party platform vendors to manage training, updates and new features
Acts as an internal expert on assigned digital platforms
Provides internal support for assigned Digital Platforms
Engages with users and stakeholders through a range of channels to encourage take-up and use of your product and platform
Sets measurable goals for your product and report against these to demonstrate progress against stated benefits
Works with City staff to provide regular updates on Digital Platform goals
Provides City staff and management with suggestions on how to better utilize digital platforms to create a positive resident experience
Ensures your product meets the City standards and applies principles that help to maximize value and ensure a good user experience
Plays an active role in the government product manager community sharing your learning and celebrating progress made by other people and teams
Works with IT counterparts to define platform requirements.
Works with marketing communications to define the go-to-market strategy, helping them understand the product positioning, key benefits, and target customer.
Serves as the internal and sometimes external evangelist for the product offering, working with City department to gain buy-in for the platform.

Knowledge web applications and content management systems

Ability to blend of business and technical savvy; possess a big-picture vision, and the drive to make that vision a reality
Ability to communicate with all areas of the City
Ability to easily understand back-end administration tools for digital applications (e.g. Content Management Systems) easily and troubleshoot issues that don’t require technical intervention
Ability to say “no” but explain why in terms internal stakeholders will understand
Ability to prioritize and balance the needs of users and internal stakeholders
Ability to make and communicate evidence-based decisions
Ability to evaluate internal and external user needs and the feasibility of applying technology to meet these needs
Ability to analyze projected project cost and resources and to develop business cases
Ability to ascertain facts through testing and observation, analyze methods and procedures accurately and logically, and test system segments to determine requirement adequacy
Ability to prepare and present formal presentations in a professional manner
Ability to operate personal computer for extended periods of time
Ability to communicate with and instruct others, using both technical and non-technical language to explain technical subjects and processes
