Job Description
 
Performs professional and administrative work involving complex private and public construction projects for the City of Orlando Planning Division and the Downtown Development Board (DDB). Manages all aspects of the Appearance Review process and oversees the implementation of new regulations and design guidelines as adopted by the City of Orlando. Responsible for analyzing plans, creating design solutions regarding architecture, site planning, and public realm improvements. Work is performed under the general direction of a Chief Planner. Performance is reviewed through meetings, reports, and work completed.

Minimum Qualifications:

Bachelor's Degree in Planning, Graphic Design, Public Administration, Civil Engineering, Architecture, Landscape Architecture, or Construction Management with four (4) or more years experience in urban design, architecture, city planning and/or project management; or an equivalent combination of education, training, and experience. Valid Florida Driver's License required. One (1) of the following certifications is required: AICP, AIA, ASLA, or RLA. Ability to use software programs including CADD, Photoshop, GIS, Sketchup, or Adobe Illustrator preferred.
 
Responsibilities

Manages the Appearance Review Board; creates presentations, reports and manages the activities of the Board.

Creates development design guidelines for public improvements and private development.

Provides guidance in the implementation of design standards for development Citywide.

Prepares reports and design conditions for the discretionary permit process, specifically related to appearance review, site planning, and urban design.
Implements design guidelines for physical development within the City.

Identifies areas for improvement and creates strategies for physical enhancements.

Manages the conceptual design for special projects.

Sets-up and holds meetings with consultants to negotiate terms and conditions of contracts.

Reviews plans, specifications and construction cost estimates with various city divisions and private development.

Conducts the bidding process which includes advertising for bid, evaluation, recommendations of award and issuing notice of award to consultants and contractors relating to design issues.

Monitors and approves construction activities such as change orders and pay estimates.

Develops construction schedules for projects as a whole and in relation to specific job tasks.

Manages consultant contracts to ensure adherence to scope and resolution of design conflicts.

Interviews and thoroughly reviews firm qualifications information for the ranking of design proposals.

Performs other duties as may be assigned.


KNOWLEDGE, SKILLS AND ABILITIES:

Extensive knowledge of design, planning, architecture, graphics, infrastructure, design guidelines, and Land Development Codes.

Knowledge of surveying techniques.

Knowledge of local ordinances and permitting requirements.

Skilled in the use of Computer Aided Design and Drafting (CADD) and other software programs such as Microsoft Office Suites

Skilled with high level graphic sand design

Skilled in complex construction projects, planning, architecture, site planning , and public realm improvements

Ability to operate personal computers

Ability to communicate effectively both orally and in writing

Ability to deliver quality projects on time and within budgets

Ability to simultaneously handle multiple projects

Ability to present projects in a public forum

Ability to develop and manage project scheduling and budgets from inception to completion

Ability to organize and prioritize multiple tasks

Ability to effectively conduct negotiations with public and private developers, which may involve speaking and hearing

Ability to perform construction inspections, which may involve standing, walking, bending and stooping

Ability to work in confined areas, around excessive noise and heights
