Job Description
|
|
Performs professional-level work and is responsible for the development and maintenance of high-level design plans for the overall logical and technical IT architecture. Provides technical leadership and consulting across the organization, from strategic decision-making down to the project planning level. Gains organizational commitment for all high-level infrastructure plans, and initiates and participates in projects to evaluate technologies and methods for implementing these plans. Develops and defines architecture strategy models for IT Enterprise. Designs, integrates, and manages enterprise technology platforms including cloud solutions that align with the City of Orlando's goals, objectives, and direction. Responsible for developing key solution strategies and providing the highest level of technical guidance to support the development, implementation, and ongoing utilization of enterprise platforms. Work is performed under the general supervision of the Strategy and Architecture Manager. Performance is reviewed through conferences, written reports, and the achievement of goals and objectives.
Minimum Qualifications:
Bachelor's Degree in Computer Science, Information Systems, Computer Engineering, or related field and five (5) years technical IT experience; or an equivalent combination of education, training, and experience. Background check required. Knowledge of ITIL v3 and TOGAF 9.1 desired. Experience developing strategic plans and experience in systems design and development preferred.
Additional Qualifications for Promotion:
Promotions are not to be considered an automatic function of longevity and are subject to the review and authorization of the Supervisor. The employee’s last performance review must have resulted in an overall rating of Meets standards or better with no factor rating of less than meets.

Maintains in-depth knowledge of company's strategic business plans.
Documents and develops in-depth knowledge of city's existing IT architecture and technology portfolio.
Develops and manages a capacity planning solution.
Develops, documents, communicates, and enforces a technology standards policy.
Conducts research on emerging technologies in support of infrastructure development efforts, and recommends technologies that will increase cost effectiveness and infrastructure flexibility.
Develops, documents, make recommendations, and communicates plans for investing in IT including analysis of cost reduction opportunities.
Designs, develops, and oversees implementation of end-to-end data flow systems.
Develops and executes test plans to check infrastructure and systems technical performance. Reports on findings and make recommendations for improvement.
Ensures that proposed and existing architectures are aligned with organizational goals and objectives.
Enumerates, analyzes, catalogs, and suggests improvements to the strategic, core, and support service integration processes of the enterprise (and/or assigned business unit), as needed to support strategic and operational goals.
Creates short-term tactical solutions to achieve long-term objectives and overall IT management road map.
Interacts with vendors, outsourcers, and contractors to IT products and services.
Reviews new and existing IT projects and procurement or outsourcing plans for compliance with standards and architectural plans.
Designs, develops, and oversees implementation of end-to-end integrated systems.
Documents the city's existing systems architecture and technology portfolio; makes recommendations for improvements and/or alternatives.
Reviews new and existing systems design projects and procurement or outsourcing plans for compliance with standards and architectural plans.
Collaborates and supports IT staff and senior management define business requirements for complex systems development and gain buy-in for all infrastructure plans.
Reviews new and existing IT projects, systems designs, and procurement outsourcing plans for compliance with IT standards and architectural plans.
Develops and manages a systems capacity plan.
Develops, documents, communicates. and enforces a policy for standardizing systems and software as necessary.
Assesses and determines governance, stewardship, and frameworks for managing data across the organization.
Addresses data-related problems in regards to systems integration, compatibility, and multiple-platform integration.
Provides guidance to junior members of the team.
