Job Description
 
Performs professional-level work involving administration, coordination, and implementation of community redevelopment projects for the Community Redevelopment Agency of the City of Orlando. Work involves administration, research, coordination, implementation, and monitoring of broad-based community redevelopment short-term initiatives, of vision/implementation plans, programs and projects for the City of Orlando's Community Redevelopment Agency (CRA) and in support of City-initiated activities. Projects will vary significantly in scope, size, and focus. The incumbent will lead cross-functional teams including City of Orlando staff from various departments, consultants, and contractors. Work is reviewed regularly for the achievement of planned objectives, consistent with CRA Plan goals, budget compliance, and DDB/CRA policy.

Minimum Qualifications:

Bachelor's Degree in Planning, Urban Studies, Economics, Business Administration, or related field plus four (4) years increasingly responsible experience handling complex community redevelopment or development projects in challenged communities; or an equivalent combination of education, training and experience.

Devises and implements strategies and programs to attract and retain businesses, promote expansion within existing businesses, and encourage investment in the local economy. Oversees entire project lifecycles, including project planning, timeline management, budgeting, and resource allocation.

Identifies and targets industries that align with the economic goals of the community; actively seeks out new businesses; works with stakeholders to attract them, offering incentives, facilitating site selection, and assisting with the relocation process. Simultaneously, must focus on retaining existing businesses through support programs and initiatives.

Collaborates with a range of stakeholders, including government officials, community organizations, businesses, and local residents to build and maintain relationships by serving as a point of contact, addressing concerns, and providing information about economic development opportunities and initiatives.

Enhances the local workforce which is crucial to attracting and retaining businesses; works closely with educational institutions, workforce development agencies, and training programs to ensure a skilled labor pool; coordinates partnerships between businesses, educational institutions, and nonprofit agencies to sponsor and help create relevant training programs, apprenticeships, and job fairs.

Supports strategic marketing and outreach initiatives by developing content, implementing strategies, and assisting the communications team to promote the community as an ideal location for business investment and to build quality of life.

Conducts general research, data analysis, and reporting to collect and analyze national best practices, economic data, market trends, and industry research to inform decision-making and target opportunities for community development.

Works closely with government officials to shape economic development policies, plans, and programs; to help provide insights and recommendations based on industry knowledge and community needs; and to ensure alignment with broader economic development goals and community redevelopment objectives.

Performs broad-based monitoring and compliance for initiatives, programs, and projects using various tools, such as surveys, site visits, photo analysis, and mapping to identify issues, evaluate success, and develop in-house best practices.

Develops and applies for grants that benefit the CRA; also applies for industry awards, which highlight program and project best practices.

Collaborates with procurement, legal, and fiscal management on various types of solicitations, including procurement strategy, selection criteria, bidding process, and timelines. Provides input and criteria for selecting vendors during the procurement process (RFPs, RFQs, IFBs), evaluates proposals or bids based on project requirements and technical specifications, and helps procurement specialists make informed decisions.

Manages contracts and evaluates performance to ensure compliance with regulatory and contractual obligations; oversees the related performance of local vendors, consultants, and other City departments; and monitors deliverables, quality, and adherence to project timelines.

Collaborates with internal/external stakeholders to mediate the impact that homelessness has on the business and residential community, while also providing services to those in need

Urban Planning (UP): Prepares, analyzes, reviews, and edits complex development and/or redevelopment project plans, contracts, and other related documents; ensures that project plans comply with applicable regulations, policies, and agreements. Reviews community development and redevelopment plans; researches, analyzes, and prepares updates and amendments to CRA documents and sign-offs as appropriate.

UP: Coordinates, administers, and implements projects; monitors progress; deals with developers and contractors, resolves problems, and negotiates changes; handles budget; and prepares appropriate documentation to ensure compliance with the provisions of redevelopments contracts and agreements.

UP: Provides information to interested parties and officials on community redevelopment project opportunities; assists with grant applications and securing other funding sources. Participates in the preparation of annual reports to state and federal agencies such as HUD; prepares status reports; assists with audit activities as appropriate; provides information; and responds to difficult and sensitive inquiries and complaints.

UP: Attends various meetings including CRA, DDB, Municipal Planning Board, and various advisory committees; advises officials, developers, and other interested parties regarding community planning issues and requirements; and may make presentations.

Nighttime Economy (NE): Facilitates communication amongst diverse stakeholders directly and indirectly involved in the nighttime economy. Educates and orients stakeholders through transitions and program changes.

NE: Identifies and coordinates services and resources needed to manage social and nighttime activity. Proactively reviews and offers updates to current and proposed policies and legislation as requested.

NE: Facilitates problem solving and conflict resolution by coordinating access to resources and technical expertise. Conducts proactive business outreach to develop and strengthen relationships with businesses and stakeholder groups in the nightlife, entertainment, dining, sports, and music sectors.

NE: Interfaces and coordinates with Downtown Orlando Nighttime Economy Committee and the Orlando Police Department on short-term and long-term projects.

KNOWLEDGE, SKILLS, AND ABILITIES:

Urban Planning (UP): Knowledge of community development and redevelopment programs, policies, and procedures.

UP: Knowledge of urban planning principles and practices, including environmental, zoning, and permitting rules and regulations.

UP: Knowledge of funding sources for community development and redevelopment projects such as loans, TIF, and HUD grants such as Section 108.

NE: Skilled in using computers and proficient in working with basic software programs (e+g+, word processing, spreadsheets, and presentation applications).
