Job Description
|
|
Performs highly responsible planning work administering the Transportation Impact Fee (TIF) Program for the City of Orlando. Responsible for coordinating the collection and expenditure of all transportation impact fees and other transportation monies.
Minimum Qualifications:
Bachelor's Degree in City Planning, Transportation, Transportation Engineering, or related field and two (2) years transportation planning experience preferably including systems modeling and financing; or an equivalent combination of education, training, and experience.

Negotiates with development representative relative to all TIF issues including credits, analysis of alternative fee calculations, scheduling and interpretation of the TIF ordinance.
Coordinates all City transportation impact fee with Consultant, other City departments and other government agencies to ensure program is operational and implemented properly.
Responsible for overseeing the collection of fees, managing credit accounts, updating City Code and preparation of legal agreements related to impact fees.
Plans, supervises, reviews and coordinates all activities related to the administration of the City‘s Transportation Impact fees (TIF) Program.
Prepares clear and concise reports with sound recommendations, adequate supporting data and special exhibits.
Evaluated land development proposals from a transportation impact fee perspective, impact fee administration and related financial analysis.
Represents the City on technical advisory committees, civic , business and professional organizations and at public hearings.
Performs related work as required.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of principles of accounting and transportation planning
Ability to establish a maintain effective working relationships with developers, departmental officials and the public
Ability to operate personal computer for extended periods of time
Ability to detect and correct errors in written correspondence
Ability to speak effectively in public and express ideas clearly in writing
Ability to convey and execute the City’s philosophy related to Transportation Impact Fees (TIF)
