Job Description
 

Performs professional and administrative work relating to the coordination of the City of Orlando's Community Rating System (CRS) activities and works with the Federal Emergency Management Agency (FEMA) and the Insurance Services Office, Inc. to document and verify the City's involvement in the National Flood Insurance Program (NFIP) and Community Rating System. Ensures that the City meets these responsibilities in order to maintain and improve the City of Orlando's classification and flood insurance discount in the program. Works with development review staff and other City staff in developing standard operating procedures as they relate to floodplain development and management. Assists with the review of permits within the floodplain. This position reports to the Floodplain Manager and works in an independent manner, without close supervision, and is expected to make independent decisions and judgments on Floodplain Management and CRS issues.

Minimum Qualifications:

Bachelor's Degree in Civil Engineering, Environmental Engineering, or Public Administration, plus four (4) years experience in professional civil engineering, flood management coordination, or related field; or an equivalent combination of education, training, and experience that is closely related to the position. Professional Engineer (PE) license required. Floodplain Manager certification required within six (6) months of employment.

 
Responsibilities

Manages the City’s Floodplain requirements and activities as they relate to the National Flood Insurance Program and the Community Rating System and the City’s participation in each.

Addresses the Local Mitigation Strategy (LMS) and Flood Hazard Mitigation of floodplain development and improvements in conjunction with FEMA.

Works with development review staff and other City staff to develop standard operating procedures as they relate to floodplain development and management.

Works with Project Manager in NPDES requirements.

Performs other work related duties as assigned.


KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of loodplain management concepts.

Knowledge of FEMA floodplain documents,.

Knowledge of City’s permitting system for the purpose of coordinating with land development specialties.

Skilled in written and verbal communication with both laypeople (citizens) and professionals who are fully engaged and immersed in this field of work.

Ability to read and scale from maps.

Ability to plan work for future floodplain mapping efforts.

Ability to speak comfortably in public and in potentially adversarial settings.

Ability to teach and guide other staff in order to have redundancy and maintain a high level of costumer service.
