Job Description

|
Performs responsible professional and administrative work involving the supervision and management of the City’s Red Light Enforcement Program. Is responsible for supervising, scheduling, coordinating, and reviewing the work of assigned personnel; establishing and maintaining recordkeeping systems; and preparing and/or reviewing various reports. Work is performed independently within established guidelines and reviewed through conferences, reports submitted, and results obtained.
Minimum Qualifications:
Bachelor's Degree in Business Management or related field and four (4) years progressively responsible related experience, two (2) years of which must have been in a management capacity; or an equivalent combination of education, training, and experience. Valid Florida Driver's License required. Must be certified as a Traffic Enforcement Specialist by the Division of Criminal Justice Standards and Training Commission as stated in Florida Statute 316.0083.

Manages, coordinates, and directs the activities of the Red Light Enforcement Program and staff
Investigates and responds to Commissioners and citizen’s red light running violation complaints
Reviews cases with traffic officer, legal clerk, and outside legal counsel
Supervises Orange County court cases and local administrative hearings
Develops and administers annual operating budget
Administers and coordinates activities of the program; makes decisions on specific problems; and issues instructions in accordance with Florida statutes and agency’s policies and procedures
Formulates and plans the goals for the program’s long- and short-term objectives
Ensures program compliance with established state laws, regulations, and officer certifications; submits yearly state accreditations.
Interprets policies, procedures, rules, and regulations; ensures officers and staff members follow them.
Prepares special studies; speaks before the Florida House and Senate and other public meetings; and carries out special projects as needed.
Attends and conducts meetings with various professionals and community groups.
Identifies and develops new procedures to improve any deficiency in the program.
Conducts biweekly field inspections to ensure camera compliance with FDOT standards and regulations.
Performs project management responsibilities of traffic safety initiatives.
Plans, reviews, coordinates, evaluates, and directs the work of vendors, contractors, and other professional staff; ensures camera removals, camera relocations, and new camera installations stay on schedule and adhere to state, county, and City standards and regulations.
Writes, reviews proposals, and reviews agreements from vendors and contractors; presents those documents to Legal and Procurement Departments to assess risks, funding, and provide recommendations.
Compiles, tracks, and gatherers necessary crash data to support new and existing camera locations.
Prepares detailed reports and graph of program’s status.
Travels out of state; gives presentations on traffic safety issues. Travels to Tallahassee, Florida to testify before the Florida Senate and the House of Representatives to provide testimony as a spoke person for the Orlando Stops Traffic Safety Program. Provides interviews with the press and news channels; answers questions on the state of the Orlando Stops Traffic Safety Program.
Designs, writes, develops, and manages long-term and short-term new Request for Proposal (RFP) initiatives such as School Zone Speed Detection Cameras through the use of advanced hi-tech camera systems.
Formulates and manages the long-term vision of Orlando Stops Traffic Safety Division.
Manages the personnel responding to related public records requests (PRR) from the general public, attorneys, insurance companies, and the media/press; manages the personnel tasked with carrying out the Final Administrative Orders from the local administrative hearing officer which could include placing a State of Florida vehicle license plate on hold when a registration is due for non-compliance (and related releases for compliance). Manages the personnel tasked with maintaining cameras and generating crash data reports which highlight down cameras, traffic signal backplates, traffic signs, and crashes at intersections supporting the police officer narrative in the crash report.
Provides training to staff member including traffic infraction enforcement officers; oversees hiring, scheduling, evaluating, and providing guidance up to termination for that position.
Performs other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:

Ability to communicate clearly, concisely, both orally and in writing, enforcing regulations with firmness, tact, and enforcing City codes.
