Job Description

|
Performs professional and supervisory work supervising the Plans Review Section and assisting in the administration of the Fire Prevention Division. Is responsible for the review, evaluation, and approval of fire protection systems, features, and devices. Develops and/or revises codes and procedures. Work is performed under the general supervision of the Fire Marshal or Deputy Fire Marshal and performance is reviewed through conferences, reports submitted, and results obtained.
Minimum Qualifications
Bachelor's Degree in Fire Protection Engineering or related field and two (2) years of professional experience in fire protection; or an equivalent combination of education, training, and experience. Must obtain a Professional Engineer (PE) License in Fire Protection Engineering within the State of Florida and a Florida Fire Inspector's certification within twelve (12) months of employment. Valid Florida Driver's License required prior to employment.

Supervises the work of technical employees that are engaged in planning; reviews and inspects activities related to fire protection.
Reviews, evaluates, and approves site and construction plans for developments and buildings to ensure compliance with fire and life safety codes, Fire Department procedures, and good fire protection engineering practices.
Reviews, evaluates, and approves fire protection system shop drawings and specifications (suppression, detection, alarm, smoke control, fire control) to ensure compliance with fire and life safety codes, Fire Department procedures, and good fire engineering practices.
Reviews specifications and submits recommendations regarding the procurement of fire apparatus and related equipment used by the Fire Department. Provides technical support in fire investigations regarding the performance of fire safety features, which are required; recreates ignition and/or fire development scenarios; and may testify in court as expert witness.
Inspects construction sites and facilities to observe and evaluate conditions, standards, and/or to resolve fire protection or life safety problems; supervises the issuance of all permits for fire protection systems and other items as required by City fire prevention code; and coordinates the permit fee collection process for the Fire Safety Management Division.
Conducts engineering tests and evaluations of complex systems and/or device requirements required or necessary for proper fire and life safety within buildings and specialized facilities.
Consults with and provides technical assistance to City employees, architects, engineers, builders, developers, and owners on issues involving fire protection as well as fire and life safety codes.
Represents the Fire Department on various technical committees, including the Technical Review Committee; may act as Fire Marshall in the absence of the Fire Marshall.
Provides on-scene technical support information on fire protection features, equipment, or devices and on structural conditions/hazards to command officers during major fires or hazardous materials incidents.
Advises the Fire Marshall, Deputy Chief, and Fire Chief regarding technical matters about fire protection and life safety; makes recommendations and participates in the development of long- and short-range plans to improve services provided by the Fire Department.
Conducts research studies to evaluate new building methods and materials of improving fire protection practices within the City.
Performs other duties as assigned.
633.118 Persons authorized to enforce laws and rules of State Fire Marshal.—The chiefs of county, municipal, and special-district fire service providers; other fire service provider personnel designated by their respective chiefs; and personnel designated by local governments having no organized fire service providers are authorized to enforce this chapter and all rules prescribed by the State Fire Marshal within their respective jurisdictions. Such personnel acting under the authority of this section shall be agents of their respective jurisdictions, not agents of the State Fire Marshal.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of building design and construction as related to fire prevention, fire control, and life safety including building construction standards, egress design specifications, occupancy and construction classification, and fire protection requirements.
Knowledge of the design, installation, operation, and maintenance of electrical power distribution.
Knowledge of fire protection codes, principles, standards, and practices.
Knowledge of fixed fire protection, fire resistance rating analysis, fire detection, fire alarm and fire suppression system designs, analysis and fire protection hydraulics, and water supply analysis.
Knowledge of fire behavior and dangerous properties of flammable and hazardous substances.
Knowledge of Fire Department organization, operations, and public management.
Knowledge of water, sewer, public utility, and mechanical systems.
Ability to walk for extending periods of time over uneven tureen and climb stairs in order to inspect facilities for fire hazards.
Ability to visually recognize potential fire safety hazards/problems and determine acceptable alternatives by applying engineering concepts and principles.
Ability to read and interpret fire codes, ordinances, and building codes.
Ability to evaluate and determine the acceptability of plans and specifications for complex fire protection systems and/or buildings.
Ability to plan and develop procedures for fire prevention and for fire suppression as well as to effectively teach these procedures.
Ability to work effectively with computers data systems and complex equipment.
Ability to supervise the work of several technical employees.
Ability to write clear and comprehensive reports; communicate effectively with individuals and groups; and establish and maintain effective working relationships.
