Job Description
 
Performs professional and supervisory survey work with primary responsibility for planning and supervising City survey, operations, and contractual survey services. Work is performed under general supervision of the Deputy Director of Public Works-City Engineer and is reviewed upon completion through conferences, oral and written reports, and evaluation of results obtained.

Minimum Qualifications:

Bachelor's degree in Surveying, Civil Engineering, or related field plus four (4) or more years experience in surveying, or an equivalent combination of education, training and experience. Experience with AutoCAD 3D 2013 or newer required. Two (2) years of supervisory experience required. A valid State of Florida Professional Surveyor and Mapper License is required.
 
Responsibilities

Plans, schedules, supervises, and reviews the work of survey staff involved in conducting various surveys (i.e., land and boundary, control, construction layout, topographic, hydrographic, as-built) to determine distance, elevation, land boundaries, and other features of the earth's surface; certifies and signs all surveys prepared by the City; and coordinates with county on issues affecting the municipal boundary or county interests within the City limits

Administers and manages contracted survey work; ensures compliance with applicable laws and codes; participates in the preparation of specifications; evaluates proposals; and recommends and participates in negotiations with contracted survey firms and other survey professional services.

Consults with and advises professional land surveyors, other City departments, county/state/federal agencies, engineers, architects, developers, attorneys, private citizens, and contractors regarding surveys, real property, rights-of-way, and easements; coordinates projects with City and/or contracted crews.

Formulates and implements policies and operating procedures relative to the Survey Section, including the hiring, disciplining, and termination of survey personnel; ensures staff is properly trained in survey operations and safety measures.

Reviews and searches land records and encumbrances; prepares legal descriptions for plats of survey; reviews and approves changes to the land configuration by the Orange County Property Appraiser's Office; and reviews and approves subdivision plats, lot splits, plat reversions, and other land reconfigurations submitted for acceptance prior to recording by City for compliance with state laws and City Code.

Develops and administers operating budget for Survey Section by establishing goals and objectives, justifying operating needs, monitoring expenditures, and preparing required reports. This includes forecasting and anticipating future needs while incorporating new technology.

Performs complex professional land and engineering surveying calculations and reviews legal records to obtain necessary data for office and field use. Reviews deeds and other land records in order to provide professional opinions for the City Attorney's Office, all divisions within Public Works, Real Estate Acquisitions, and lawsuits brought against the city.

Testifies in court as an expert witness on condemnation suits or other land cases including lawsuits; supervises the field layout of cases for jury viewing as required by City legal staff; and provides exhibits and document research for legal use in defending the City in cases brought against the organization.

Reviews and ensures compliance with City as-built survey requirements prior to contractors receiving payments from the City on Public Works projects and prior to obtaining a Certificate of Occupancy for private development projects tied to an engineering permit.

Reviews construction plans in the development process to ensure conformity and constructability; makes sure a comparison can be made during the as-built survey for planned and constructed improvements; and ensures that the data collected from the surveys will integrate with the GIS databases and in the correct vertical and horizontal datum for critical Public Works infrastructure including wastewater and stormwater infrastructure.

Reviews and approves planning case documents such as verified legal descriptions for annexations, vacations, abandonment of rights-of-way and easements, master plans, planned developments, zoning changes, and other planning cases; prepares those documents on behalf of the City for property owned or controlled by the City.

Formulates and implements policies and operating procedures with the City Engineer and Public Works Director pertaining to GIS data management of Public Works infrastructure, including rights-of-way, easements, infrastructure, and other assets as determined by leadership.

Maintains and properly retains records of Public Works documents; ensures that public record requests pertaining to surveys, as-built surveys, rights-of-way maps, and documents are fulfilled.

Responds to disasters and directs staffers to address disaster-related issues, such as flooding and damaged infrastructure, as directed by leadership. This includes using drones for mapping and documentation, capturing high-water levels, and preparing maps and other exhibits to help address the needs of the City.

Attends public and private development pre-construction meetings for guidance on as-built survey project requirements to make sure private property rights are not impacted during construction and to ensure that boundary and right-of-way control are preserved during construction; attends Technical Review Committee (TRC), Public Works Technical Review Committee (TRC), and Municipal Planning Board (MPB) meetings; and attends plat pre-application meetings with Planning and the developer (or resident) to offer guidance in the platting process.

KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of basic and advanced surveying techniques, methods, procedures, and the laws/regulations governing surveying.

Knowledge of materials, equipment, and tools used in conducting a variety of surveying and mapping functions.

Knowledge of geometry, trigonometry, and other complex mathematical formulas related to land surveying.

Knowledge of effective supervisory techniques.

Knowledge and ability to search for recorded instruments that pertain to City maintenance.

Ability to plan, assign, coordinate, and review the work of several survey crews.

Ability to understand and follow complex oral and written instructions as well as to read and interpret engineering plans, specifications, survey notes, and other engineering data.

Ability to communicate complex ideas and information, both verbally and in writing.

Ability to prepare and present written reports, charts, graphs, mathematical calculations, and maps relating to surveying.

Ability to use personal computers and advanced hand-held calculators and data collectors.

Ability to establish and maintain effective working relationships with other employees, contractors, and the general public.

Ability to perform field inspections under adverse conditions, such as extreme weather at survey project and exposure to insects, fumes, and noise.
