Job Description
|
|
Performs administrative and managerial work of a technical nature and is responsible for the design, maintenance, administration, and operation of the City’s enterprise Geographic Information System (GIS). The manager is responsible for managing teams that plan, implement, and provide expertise for GIS-dependent systems and GIS-related projects. Such management includes supervisory and advanced technical work to facilitate project teams, identify resources, establish GIS project objectives, and complete their execution. Work is performed under general supervision of the Client Support Services Manager and performance is reviewed through audits, meetings, and results obtained.
Minimum Qualifications:
Bachelor's Degree in Geography, Engineering, Computer Science, Information Technology, or related field and a minimum of four (4) years experience in cartography, geography, engineering, and systems analysis, two (2) of which must have been in a supervisory or managerial capacity; or an equivalent combination of education, training, and experience. Knowledge of Esri, computer-aided drafting, design and mapping systems required. Knowledge of SDE and FME preferred. Must pass police background investigation.

Develops and implements GIS information systems strategy that addresses the business needs and supports all spatial data functions.
Is responsible for the sourcing, selection, and implementation of application systems, related technology solutions, and services supporting spatial data needs.
Is responsible for the integration, operation, data integrity, and maintenance of automated GIS information systems and databases.
Researches best practices and conducts feasibility studies and cost-benefit analysis in order to identify GIS technology solutions that most effectively and efficiently address City spatial data business needs.
Manages a staff of GIS administrators, cartographers, technicians, and GIS application developers.
Performs other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of systems development and computer programming techniques.
Knowledge of relevant business, accounting, and record keeping practices.
Ability to ascertain facts through testing and observation, analyze methods and procedures, and test system segments to determine requirement adequacy.
Ability to maintain records and prepare clear/concise reports and recommendations in systems.
Ability to establish and maintain effective working relationships.
Ability to supervise and coordinate systems development work.
Ability to communicate effectively, both verbally and in writing.
Ability to project and manage the resources needed and costs of systems development.
