Job Description

|
Performs professional supervisory and technical work managing survey activities to assist the City including supervising in-house survey and continuing survey contract services activities. Duties include producing, reviewing, and certifying as-built, boundary, control, hydrographic, specific purpose, and topographic surveys. This position performs technical work such as coordinating activities necessary to produce final surveys for the signature and seal of the City Surveyor or to approve. Work performed requires considerable knowledge of surveying regulatory requirements and practices (both on the state and local level), methods, equipment, and techniques used in the measurement/determination of evaluations of surveys, geometry, land boundaries, and other features of the earth's surface. Primary duties include producing and reviewing survey work to ensure that accurate data is obtained; developing scope of work for survey projects; processing field and office data; and assigning and reviewing survey work to ensure that accurate data is obtained. Work is performed under general supervision of the City Surveyor and is reviewed upon completion through conferences, oral reports, written reports, and evaluation of results obtained.
Minimum Qualifications:
Bachelor’s Degree with major coursework in Civil Engineering, Surveying, or Mathematics plus four (4) years of land survey experience, to include experience with AutoCAD 2017 or newer and two (2) years experience in a supervisory capacity; or an equivalent combination of education, training, and experience. Valid Florida Driver's License required. Valid Florida Professional Surveyor and Mapper License required.

Plans, supervises, schedules, assigns, and inspects the work of several crews and office staff involved in conducting a variety of surveys and maps (i.e. land and boundary, topographic, hydrographic, as-built, etc.); assists in monitoring surveys performed by contracted consultants.
Certifies and signs all surveys and plats prepared by the City in the absence of City Surveyor.
Prepares and signs plats prepared by the City for the City Surveyor to review and sign.
Assists assigned employees in solving technical problems encountered in the field; resolves problems created by ground and weather conditions, unfamiliar methods, confined work locations, and other factors.
Reviews survey field notes, calculations, sketches, reports, and other documents prepared by party
Reviews engineering plans and researches deeds, prior survey records, and related documents in order to provide survey crews with the required data; discusses projects with party chiefs, drafters, and City Surveyor.
Assists in the development and maintenance of records and proper project management activities; retrieves and provides survey information to private firms and other persons as requested.
Performs complex computations using standard mathematical tables and formulas to determine area closures, acreage, curve data, and related measurements.
Maintains records of work performed, verifies and tracks time and attendance, equipment and supplies needed/used in coordination with the field crew supervisor; compiles data and prepares reports as needed.
Researches and provides information needed for development of Section budget; works with field crew supervisor on the requisition of supplies and equipment needed by crews and office staff.
Ensures staff is trained in proper survey techniques, methods, procedures, safety precautions, equipment operation, and legal principles governing survey work.
Participates in the selection, promotion, discipline, and/or termination of survey personnel.
May operate survey instruments and perform duties of Survey Party Chief or any position within the Survey Section as designated or required.
Assists in the planning and implementation of drone, laser scanning, and other survey activities to meet the needs of the organization for mapping, inspection, and other necessities as assigned.
Performs other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of principles, practices, techniques, and instruments used in surveying.
Knowledge of legal principles affecting surveying work.
Knowledge of mathematics including algebra, geometry, and trigonometry.
Knowledge of work hazards and applicable safety precautions.
Skilled in use and care of surveying instruments and equipment.
Ability to direct the work of others.
Ability to evaluate the work of others for accuracy and completeness.

Ability to accurately record, organize, and maintain survey data.
Ability to perform mathematical computations rapidly and accurately.
Ability to read and interpret maps, legal descriptions, and other documents related to land surveying.
Ability to perform work: involving a considerable amount of walking and, at times, adverse conditions such as extreme weather, exposure to fumes, insects, chemicals; and requiring manual dexterity and physical agility.
Ability to operate a small boat and to swim and stay afloat in deep water.
Ability to operate a 4-wheel drive vehicle.
Ability to operate various electronic survey total stations, automatic levels, digital levels, data collectors, plotters and personal computer.
Ability to acquire remote pilot certification upon request.
