Job Description

|
Performs responsible technical and supervisory work overseeing the transportation engineering review of construction permitting. Enforces compliance with City of Orlando ESM, Orlando City Code, Florida Greenbook, Florida Department of Transportation (FDOT) Design Standards and Manual, American with Disabilities Act (ADA) Standards, and Federal Highway Administration (FHWA) standards by performing a variety of complex and technical duties required to review construction development plans. Directs and coordinates a team of professional plan reviewers, including transportation plan reviewers; coordinates development standards and policies with the City Engineer and the City Transportation Engineer; and provides technical advice to superiors, the development community, and the public. Manages the schedule, workload, and target dates for permits requiring transportation and site-related plan reviews. Assumes responsibility for troubleshooting the City of Orlando transportation review process to anticipate and prevent operational problems. Coordinates with the City’s Planning Department to address transportation engineering concerns during the planning phase of projects.
Minimum Qualifications:
Bachelor's Degree in Civil Engineering and four (4) years of professional experience in engineering, public works construction; or an equivalent combination of education, training, and experience. Registration as a Professional Engineer (PE) in the State of Florida is required. Supervisory experience required. Must be able to document the number and job type of individuals supervised.

Manages transportation codes/development plans review process; provides supervision to transportation engineering plans review personnel.
Provides technical assistance to the Transportation Official, inspection personnel, and other plans examiners.
Provides code clarification for plans review staff and the development community by interpreting regulations, codes, and state statutes.
Provides help to the development community and the public with expedited plans review; recommends changes needed for code compliance and permit issuance.
Serves as an internal liaison (or delegates) to TRC and various internal departmental boards; coordinates with the Transportation Official to ensure integration with Department goals and objectives.
Performs other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of Florida Department of Transportation (FDOT), Federal Highway Administration (FHWA), and American with Disabilities (ADA) codes.
Knowledge of engineering practices and design concepts.
Skilled in the use of personal computers in a modern office environment.
Skilled in reading construction prints/plans and interpret specifications and codes.
Ability to communicate effectively, both orally and in writing.
Ability to relay changes in codes policies and procedures to appropriate personnel.
Ability to analyze problems and to plan and develop alternatives and solutions.
Ability to exercise sound judgment in explaining code requirements and supervising plan reviewers.
Ability to mediate disputes and complaints of developers.
Ability to schedule and assign work duties, establish performance standards, and conduct employee performance evaluations.
