Job Description
 

Performs professional engineering and administrative work supervising the Engineering Design Section. An employee in this position supervises engineering professionals for development review and in-house design projects. Considerable independent judgment and initiative is exercised in carrying out the daily operations of the Section. Work involves some field travel and inspection. Work is performed under the direction of the City Engineer and is reviewed through conferences, periodic written reports, and observation of results achieved.

Minimum Qualifications:

Bachelor’s Degree in Civil Engineering or related field and five (5) years of progressively responsible engineering experience; or an equivalent combination of education, training, and experience. Two (2) years of local government experience preferred. Registration as a Professional Engineer in the State of Florida required. Valid Florida Driver’s License required. Registration as a Certified Floodplain Manager required within six (6) months of employment.

 
Responsibilities

Supervises engineering professionals responsible for in-house engineering design projects including roadway, signalization, drainage, sanitary, and park improvements.

Supervises engineers and technicians performing site engineering and right-of-way permit reviews as it relates to stormwater management, roadway design, MS4 NPDES requirements, and floodplain management.

Works with Information Technology and consultant staff in developing automation procedures where appropriate.

Maintains and cultivates a positive and constructive working relationship with outside regulatory agencies, private and public utilities, and contractors/professionals in other City departments, offices and divisions.

Prepares and contributes to departmental reports and assists with budget preparation.

Attends meetings, public hearings, and other outreach opportunities as required by this position and in the City Engineer’s absence, if required.

Manages the grant applications associated with the stormwater projects and coordinates with elected official to solve problems from constituents.

Manages workloads; assigns permitting and civil engineering design work; reviews resumes; schedules interviews; prepares hiring packages; and negotiates salaries.

Plans and assists in determining staffing needs, asset and software management, budgeting, and organizational chart.

Develops standard operation procedures to optimize efficiency and productivity of the Division; trains staff/technicians on design and review of stormwater, floodplain management, roadway, compliance with ADA and public right-of-way, and environment assessment.

Provides technical engineering; consults for Streets and Stormwater Division regarding design, compliance, and maintenance of stormwater facilities; provides consultation and direction regarding stormwater, floodplain, future development, construction compliance, buildings and structures in floodplain, and related violation issues; and provides consultation for stormwater, roadway, and flood mitigation strategy for the five-year Capital Improvement Plan to ensure improvement of level of service (LOS) for Public Infrastructures.

Coordinates muti-jurisdictional projects with various federal, state, municipalities, counties, and private entities.

Serves as a representative of the City in the Orange County Local Mitigation Strategy Planning Committee; for Emergency Support Function (ESF) 3 for Public Works and Orlando Emergency Management; for Public Works to conduct FDOT Electronic Review Comment System and Utility/Agency Owner review for project improvements; and for various committees/boards/code enforcement.

Responds to commissioners, the Mayor’s Office, state representatives, engineers, permitting applicants, and resident questions/calls; creates written responses as needed; conducts site/field visits; and provides immediate assistance and/or provides civil engineering steps and timeframes that will be taken to resolve questions/concerns.

Manages stormwater and floodplain analysis as well as mitigation and improvement CIP projects including development of scope of works, reviewing proposals, directing consultants, and obtaining approval from Procurement, City Attorney Office, Fiscal, Minority or Women-Owned Enterprise (MWBE), and Streets and Stormwater Division; manages budget; reviews change orders; processes invoices; and tracks project deliverables.

Recommends revisions for various ordinances, development codes, environmental regulations, and variances; coordinates with FEMA, insurances, and various building related agencies; deals with regulations such as those dealing with special hazards; reviews annexations; and coordinates to ensure compliance of the City in relevant areas.

Conducts feasibility studies; manages projects, scope of work, restrictive covenants, budgets, cost estimates, and responses to queries; reviews, calculates, and updates unit costs; conducts pre-permit application meetings; reviews various public records; develops civil engineering requirements; ensures that the projects provide a net benefit for the public infrastructures, health, safety, quality of life, environment, cost saving, and economy of the communities for the City; conducts presentations; may deal with funding issues; and develops and established close-out permitting procedures.

Reviews and supervises hydraulic and hydrology models and floodplain mapping; deals with surveys, plats, and as-built drawings; and reviews geotechnical

Monitors potential disaster situations such as hurricanes; coordinates with weather sources; provides appropriate action plans; and leads post-disaster assessments.

Prepares agendas for City Councils as needed; establishes related web pages and checklists.

Performs other duties as assigned.


KNOWLEDGE, SKILLS, AND ABILITIES:

Ability to plan, assign, instruct, review, and evaluate work assignments of technical and professional personnel.

Ability to provide technical review of a wide variety and large volume of permits (both in-house and outside agencies), technical reports, engineering plans and specifications and other related documents.

Ability to use professional judgment in the resolution of complex engineering problems.

Ability to establish and maintain effective working relationships with City staff, outside design professionals, the development community, and federal, state, and other local regulatory agencies.

Ability to communicate effectively, both orally and in writing.
