Job Description
 
Performs highly responsible executive and administrative work directing all work relating to the Orlando Main Street Program. Responsibilities include professional presentations and partnership development; program development; overseeing the hiring, performance evaluations, and potential reprimands/termination of staff; facilitating strategic planning; establishing work programs; budget development and review; training and technical assistance programming; marketing and promotional activities (including social media and website content); obtaining and using information resources; and overseeing the activities of Orlando Main Street nonprofit Board of Directors, their volunteers, and staff.

Minimum Qualifications:

Bachelor’s Degree in Public Administration, Business Administration, Planning, or related field and (3) years of program management experience, some of which must have been in a supervisory capacity; or an equivalent combination of education, training, and experience. Must possess a working knowledge of the Main Street Program and the Four Points Approach.

Researches, develops, initiates, and monitors all work programs for Orlando Main Street and its Main Street districts; creates all forms and processes related to the entire program.

Responds to small business and business district inquiries from non-Main Street districts and provides assistance to chambers, merchant and neighborhood associations, and business owners on how to organize for success.

Negotiates and monitors an annual memorandum of agreement with each of the Orlando Main Street Districts.

Provides oversight and evaluation of organizational structure, bylaws, and financial filings for all Main Street Districts.

Collects and reviews quarterly reports; collects and disseminates economic development statistics for each District and overall program.

Provides statistics to National Main Street, City administration and staff.

Oversees and develops annual budgets for all Main Street Districts; works with executive staff to allocate funding as it relates to the current needs of each Main Street District. Reviews, approves, and processes invoices from Main Street Districts to ensure all matching requirements have been met; tracks statistics for investment purposes.

Coordinates preparation of annual strategic work plans; reviews committee work plans; and conducts, evaluates, and reviews documentation to certify each district for accreditation through the standards provided by the National Main Street Center.

Coordinates annual training and basic training programs for the Board of Directors of the Main Street Program; arranges networking and training for the District Exchange each month; and provides technical assistance on site as requested by Board Directors. Develops and revises handbooks and technical assistance training tools. Facilitates training sessions with each executive director and volunteer of the Main Street Program requiring training tools incorporate the Main Street Approach, transformation strategies, and the importance of the Program and its work.

Plans, ranks, judges, and issues awards from the Mayor on behalf of the City of Orlando. Serves as the representative from the City of Orlando on the Florida Secretary of State’s Main Street Awards panel. Produces annual report and awards program.

Supervises all executive directors and nonprofit Board of Directors, volunteers, and additional staff for all Main Street Districts; provides feedback; engages regularly via phone, in-person meetings, and email; and oversees the hiring, performance evaluations, and potential reprimands/termination of staff.

Maintains the City’s agreement with the National Main Street Center, ensuring that all benchmarks are met; represents the City of Orlando with the National Main Street Center and the other forty-four “Coordinating Programs” across the country; travels to attend “Coordinating Program” meetings; and prepares and presents presentations for National Conferences as requested.

Represents the City of Orlando and the Orlando Main Streets Program; maintains relationships with the Secretary of State, Florida Main Street Program, and legislators to advocate for legislation as it relates to all Main Streets in Florida. Additionally, represents Orlando Main Streets and the City of Orlando, building and maintaining relationships with federal legislators on the importance of the Program and impact of the Program.

Meets with Mayor, elected and appointed officials, and staff to discuss the Main Street Program and its impact on the City of Orlando; coordinates with staff, Mayor, and Commissioners for Main Street functions, events, parades, etc. as needed.

Provides on-site technical assistance to Districts using the Main Street Four Point Approach, in the areas of organization, design, economic vitality, and promotion. Develops and facilitates transformation strategies for placemaking efforts for each District. Prepares and conducts basic trainings for volunteers throughout the City of Orlando; creates presentations and conducts meetings and workshops to further develop and refine the skills of staff, board members, and committee members; and provides advice, technical assistance, design assistance, and on-site visits, including access to resource materials regarding District revitalization.

Facilitates and promotes press coverage of Orlando Main Streets Program as well as each District; promotes local businesses and Main Street Districts on the Orlando Main Streets social media pages; and facilitates press and planning of coverage of the Districts in conjunction with the Communications Office.

Responds to public records requests and media inquiries; provided the public with accurate information regarding the Orlando Main Streets Program.

Responds to inquiries from business owners in Main Streets to assist them through City processes and resolving issues between City departments in order to further their permits, code enforcement issues, planning needs, and all other City related business needs.

KNOWLEDGE, SKILLS, AND ABILITIES:

Ability to manage, direct, and work in partnership with elected officials, volunteers, board members, and directors.
