|
Performs responsible, professional administrative work involving the management of transportation engineering and related activities for the safe and efficient utilization of roadways within the City of Orlando. Responsibilities include managing, planning, and performance of the Traffic Operations group, which includes Traffic Studies, Traffic Control, and Signing and Marking subgroups. Work includes supervising and coordinating the activities of professional, technical, and maintenance employees engaged in conducting operational transportation engineering studies such as safety systems design; leading and supporting safety studies, motor vehicle, bicyclist, and pedestrian flow patterns; planning new or modified traffic control systems and equipment; installing and repairing traffic signals and signs; and performing related traffic analysis and control activities. Work is performed under the supervision of the Division Manager and reviewed through performance goals, transportation safety goals, project delivery, reports submitted, and results achieved.
Minimum Qualifications:
Bachelor's Degree in Transportation or Civil Engineering and four (4) or more years experience in transportation engineering, some of which must have been in traffic studies, signalization, signing, and pavement marking, including at least one (1) year experience in an administrative or managerial capacity; or an equivalent combination of education, training, and experience. Valid Florida Driver's License required. Florida Professional Engineering (PE) License required. Current Florida Department of Transportation (FDOT) Advanced Temporary Traffic Control (TTC) or Maintenance of Traffic (MOT) Certification desired at hire or required within three (3) months of employment. Master's Degree desired. Professional Traffic Operations Engineer (PTOE) Certificate preferred.

Responsibilities

Leads, plans, directs, and coordinates the work of professional, technical, skilled, semi-skilled and clerical employees performing activities related to motor vehicle, pedestrian and bicyclist traffic control and flow, traffic control devices, traffic calming, pavement markings and signs within the City and other ancillary transportation engineering related functions.
Formulates administrative and technical policies, procedures and programs related to transportation engineering activities. Develops and implements performance measures to meet Department objectives.
Plans improvements to the City street system to facilitate safe and effective movement of all users; directs studies related to reduce conflicts in traffic movement; conducts long range studies of motor vehicle, pedestrian and bicyclist volumes; prepares and implements recommendations for improvement.
Prepares budget for four cost centers and numerous projects.
Develops and implements plans for roadways including, signing and marking, mid-block crossing and intersection design, electronic and computerized traffic signal control operation placement and signal sequencing.
Develops and implements plans for context sensitive corridors, complete streets and neighborhood traffic management.
Directs the data collection and engineering analysis of crashes, motor vehicle, pedestrian and bicyclist volumes and control data. Reviews and approves recommendations for crash prevention and enhanced safety measures for all modes of travel, including a focus on bicycle and pedestrian safety.
Participates in developing work schedules and coordination of transportation engineering projects with other departments and agencies; recommends priority of projects and target completion dates; reviews progress of projects and summarizes items needed for completion.
Oversees traffic control details for special events (I.e., sporting events, concerts, parades, foot races, film permits); reviews outdoor public assembly/parade permits, and coordinates traffic control issues with promoters and Orlando Police Department.
Assists in the design of plans for new or reconstructed street intersection modification projects.
Implements administrative and technical policies, procedures and programs related to Orlando Stops (Red Light Camera) Enforcement Program activities. Assists the Transportation Engineering Division Manager and functions as his designee (when assigned at regional and statewide red light camera committee activities).
Designs the operational aspects of plans for new construction improvements; initiates traffic control plans for proposed projects.
Participates with supervisor in the selection, placement, professional development, promotion, training, safety and discipline of assigned employees.
Prepares and executes department goals, objectives, policies, procedures, work performance and safety standards.
Attends meetings with various officials concerning transportation issues for study and potential solutions.
Serves in the capacity of Transportation Engineering Division Manager as required.
Performs other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
Extensive knowledge of transportation engineering principles, methods and procedures.
Thorough knowledge of Federal, State and local traffic laws and regulations as they apply to traffic control work on Municipal roadways.
Knowledge of the materials, methods and practices utilized in the installation of traffic control signals, signs and pavement markings.
Knowledge of statistical and research procedures as they relate to transportation engineering activities.
Ability to evaluate technical transportation engineering data and statistics, arrive at valid conclusions and prepare recommendations.
Ability to effectively plan and direct the work of assigned employees.
Ability to communicate clearly and concisely, orally and in writing.
Ability to establish and maintain effective working relationships with employees, other governmental agencies and the public.
