|
Performs administrative professional work assisting the Parking Division Manager in the general administration, development, and direction of all parking-related activities. Responsibilities include developing and implementing programs for parking meter collections and parking equipment maintenance; managing the operations of public facility parking, parking garages, and lots; and enforcing parking requirements. Responsibilities also include providing oversight of human resource functions, research, and analysis of proposed expansions of and additions to the parking system; conducting studies to meet current and future parking needs; and assisting in acquisition of properties for lease or purchase. Work is performed under the general direction of the Parking Division Manager and is reviewed through conferences, reports, and results obtained in meeting division objectives.
Minimum Qualifications:
Bachelor's Degree in Business Administration, Public Administration, Engineering, Construction, Planning, or related field and four (4) years experience in a substantial municipal, university, or airport parking system; two (2) years of which must have been in an office supervisory capacity; or an equivalent combination of education, training, and experience. Valid Florida Driver's License required. Certifications in Temporary Traffic Control (TTC) or Maintenance of Traffic (MOT) and Parking Enforcement desired.

Advises and participates in the development and administration of Division policies, procedures, and standards.
Plans, organizes, and manages the daily operation of the Parking Systems Section which includes: parking studies; meter installation, maintenance, and collection; commercial rentals; parking enforcement and fines; lot and garage operation and maintenance; issuance of parking decals for City owned facilities; and public facility parking operations.
Oversees managers and supervisors of assigned programs; makes hire/termination recommendations; and trains, motivates, identifies, and resolves issues and conflicts appropriately. Establishes performance standards, initiates performance appraisals, and administers disciplinary action as needed.
Develops, coordinates, and implements a computerized parking meter system; supervises/monitors space usage, equipment operation, parking enforcement, billing, etc. through use of computer.
Formulates, for Division Manager's approval, programs and service levels to meet current and future municipal parking needs and to improve parking methods and systems.
Conducts/participates in feasibility studies to determine need for additional parking facilities; analyzes data; and prepares written reports and recommendations.
Researches and analyzes proposed expansion of and additions to parking systems; assists in site acquisition; develops cost benefit analyses; and negotiates lease or purchase of properties.
Develops and administers contracts with consultants and operational firms.
Is responsible for all parking services and planning/post activities regarding events. Plans, manages, and provides onsite support for special event parking for all downtown venues including the Kia Center, Dr. Phillips Performing Arts Center, Lake Eola, Inter and Co Stadium, Camping World Stadium, and the Downtown Entertainment Area (nighttime economy).
Assists in the preparation of plans and specifications for construction of parking facilities, equipment, landscaping. and maintenance.
Develops, presents, and implements long- and short-range programs; completes and presents studies and periodic/special reports concerning parking projects; advises and replies to inquiries/complaints from municipal officials, employees, governmental agencies, and the general public on parking policies; makes recommendations for ordinances and resolutions for parking rate changes; and serves as Department representative involving parking matters.
Assists in the preparation and administration of the annual budget for parking systems; manages the collection and auditing of revenues and the maintenance of accounting records; prepares quarterly or annual reports; prepares the capital improvement budget; and prepares the operations and maintenance budget.
Conducts special studies and projects pertaining to all areas of Division responsibility; coordinates projects concerning construction, equipment, maintenance, modernization/improvements, and technology of parking facilities; and steps in during escalating matters and delegates as necessary.
Represents Division in grievances and proceedings; serves on negotiating team.
Represents Division on various boards. Acts as a liaison between businesses or with various City departments in order to accomplish goals, initiatives, or projects. May represent the Division on various committees, meetings, and functions.
Investigates and responds to citizens and employee complaints; responds and coordinates public records requests regarding parking.
Assumes duties of the Division Manager in Division Manager’s absence.
Conducts/participates in special projects or studies to review Division analytics/metrics for maintenance, asset management, additional facilities, customer service, enforcement, operations, and other key programs to ensure efficient operations or to implement modernization of processes.
Collaborates with Procurement to develop and administer contracts for consultants, contractors, and vendors. Oversees the contractual obligations and compliance of outside contractors and service providers (event services, armed and unarmed security, elevator maintenance, meter technology, temporary labor staffing, and enforcement/violations technology).
Reviews and approves requisitions for services and materials ensuring adequate funds and proper codes; authorizes payment of invoices; and follows up with vendors or staff on billing, delivery, and damages. Collaborates with financial representatives within the City and other organizations on merchant accounts, audits, payment terminal compliance, and data security standards.
Coordinates with other organizations or internal departments to accomplish necessary training, to ensure compliance is met, and to ensure that programs/assessments are completed as related to Division responsibilities, staff, and property.
Manages, administers, and coordinates aviation responsibilities with the GEICO Garage Helistop (FL05). Coordinates with FDOT, FAA, Transportation, and other organizations on requests and certifications.
Performs other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
Considerable knowledge of methods, practices, procedures, and equipment pertinent to on street and off-street parking operations.
Considerable knowledge of rules, regulations, codes, and ordinances relative to a municipal parking system.
Knowledge of plans and developments in the field of municipal parking.
Considerable knowledge of effective administrative, personnel, and fiscal management principles, practices, and methods.
Skilled in delivering customer service.
Ability to plan, control, and supervise the development of municipal parking programs to meet current and future needs.
Ability to effectively supervise, train, and evaluate the work of assigned personnel.
Ability to conduct research and analyze parking studies and other technical materials to reach valid conclusions.
Ability to work nights, weekends, and holidays.
Ability to prepare and/or supervise preparation of administrative and technical reports and present them effectively, both orally and in writing.
Ability to analyze administrative problems, to make sound recommendations for solutions, and to prepare effective work procedures.
