Job Description
|
|
Performs responsible managerial and administrative work in the area of Solid Waste Management (e.g., refuse collection, container maintenance, recycling, driver training, customer service, and billing). Under the direction of the Solid Waste Division Manager directs and coordinates, through subordinate managerial personnel, activities of Division programs to include vehicle readiness, billing and customer auditing, route design and planning, and project management. Develops and implements Solid Waste operational and administrative processes to improve division-wide efficiency. Aids the Division Manager in formulating and administering Division policies and procedures and developing long-range goals and objectives. Reviews analysis of activities, costs, operations, and forecast data to determine Division progress toward stated goals and objectives. Recommends capital expenditures for acquisitions of new equipment. Enforces compliance with City of Orlando policy and procedures and governmental legislation/regulations. Work is performed under the supervision of the Division Manager and reviewed through reports submitted and results achieved.
Minimum Qualifications:
Bachelor’s Degree in Sanitary Engineering, Business Administration, Public Administration, or closely related field and at least four (4) years of managerial or supervisory experience in solid waste, public service operations, logistics, or related field; or an equivalent combination of education, training, and experience.

Directs and coordinates, through subordinate managerial personnel, activities of Division program to obtain optimum use of equipment, facilities, and personnel.
Participates in formulating and administering Division policies, procedures and local ordinances, and developing long range goals and objectives.
Analyzes activities, costs, operations and forecast data to determine Division progress towards stated goals and objectives.
Recommends capital expenditures for acquisitions of new equipment; participates in the review and evaluation of specifications for garbage trucks and related equipment.
Enforces compliance with City policy and procedures and governmental legislation/regulations governing Solid Waste Collection, billing, etc.
Directs investigations into causes of customer complaints and ensures they're responded to in a timely manner.
Monitors training programs and ensures compliance with all safety regulations; participates in development and/or revision of Division programs to ensure efficiency and employee safety.
Reviews payroll for all sections, audits and verifies by signature; directs preparation and expenditure of division budget.
Prepares and delivers speeches to various professional and community organizations; attends various conference and workshops.
Acts with designated authority of Division Manager during absence.
Monitors employee performance to ensure optimum productivity; counsels employees, administers disciplinary actions up to an including terminations, while adhering to Union guidelines.
Participates in the review, development, and/or revision of fee/rate schedules for services provided; may present recommendations to City Council and other official committees. Briefs commissioners and other City leadership on division changes.
Performs other related duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES:
Considerable knowledge of local, state, and federal regulations governing solid waste management.
Knowledge of Local Government Processes and organizational structure.
Knowledge of management principles and practices.
Knowledge of budget development and administration.
Knowledge of various resource recovery systems and sustainable materials management (SMM).
Knowledge of purchasing procedures and guidelines, and effective interpersonal skills.
Knowledge of scheduling.
Knowledge of solid waste collection/disposal techniques and practices.
Ability to plan, organize, and direct various different activities.
Ability to establish and maintain effective work relationships with co-workers, general public, and City officials.
Ability to conduct research, develop and present proposals, both verbally and in writing.
