Job Description
|
|
Performs supervisory work directing all fire safety inspections of existing structural occupancies and responses to complaints of unsafe conditions or possible violation of the Fire Code. An employee in this class supervises fire prevention inspectors and performs inspections and related tasks to ensure that occupancies and/or conditions meet the requirements of applicable codes and statutes. Field work may include exposure to chemicals, noxious fumes, insects, heights, and confined areas. Serves in the absence of the Fire Marshall as required. Work is performed under general supervision of the Fire Marshall and is reviewed through discussions and evaluation of reports and results obtained.
Minimum Qualifications:
Bachelor's Degree in Fire Science or related degree plus four (4) or more years experience in fire inspection, fire suppression or fire prevention; three (3) years of which must have been working in a lead or supervisory role at a recognized governmental institution; or an equivalent combination of education, training, and experience. Must possess and maintain State of Florida Municipal Fire Safety Inspector's certification and a valid Florida Driver's License.

Assists in the development of Division policies, procedures, and budgets.
Supervises and coordinates fire safety inspections by assigning work and reviewing work through discussion of problems, periodic site inspections, and review of files.
May inspect occupancies and resolves conflicts regarding the applicable code requirements.
Consults with building owners/occupants and the general public and interprets code requirements for the purpose of obtaining code compliance or providing technical assistance.
Provides guidance to other inspectors regarding code interpretations or other areas of concern.
Reviews and coordinates all Code Enforcement Board submissions.
Coordinates the "Fires" fire inspection computer program.
Keeps abreast of the latest code developments and conducts training sessions to keep inspectors informed about code/procedure changes.
Participates in employment interviews and recommends selection.
Counsels employees as needed to correct deficiencies and improve performance; recommends disciplinary action when necessary.
Always on-call as scheduled to respond to incidents, complaints, or to answer questions regarding fire prevention codes.
May act as Fire Marshall in the absence of the Fire Marshal and Assistant Fire Marshal.
Participates in development of policies, procedures, and budgets.
Facilitates resolution for equivalent alternative methods of compliance associated with architectural review of new and existing buildings and fire protection system plans as well as associated with new construction inspections, Site Fire Department Access, installation of life safety features, and fire protection systems.
Facilitates determinations by the Fire Department on renovation of existing buildings as well as mediation of other challenges toward compliance with interpretation of Fire Code.
Provides technical consultation and advisement to the Building Official, Fire Marshal, and Fire Chief as requested.
Designs, establishes, and maintains a system of records and files regarding fire investigations, inspections, and other pertinent information and documentation.
Attends lectures, studies manuals and trade journals, and stays current with modern fire code and fire prevention techniques and practices; keeps informed of most current practices in the field related to fire investigations methods, equipment, techniques, and concepts in order to review and improve Department operations.
Assigns, reviews, and evaluates fire inspectors annually for competency; rates the work of assigned employees engaged in fire prevention activities; schedules training programs; assigns complaints; assigns overtime; schedules vacations and fire call outs; and instructs and advises assigned employees in the methods, techniques, and tactics of fire prevention work.
Directs, coordinates, manages, and administers the activities of the Fire Department as they relate to fire prevention, risk reduction, fire investigation, water systems, plan checking, budgeting, scheduling, fire and building codes, and related laws and ordinances relevant to the functions of the Department. Reviews and develops fire and life safety codes, ordinances, and policies to ensure a reasonable degree of fire and life safety exist according to federal and state laws.
Recommends staffing levels and assignments for Community Risk Reduction Division of the Fire Department and operations; approves leaves, vacations, and overtime; maintains records; and evaluates job performance of assigned personnel.
Advises Department personnel as to the meaning of policies, rules, regulations, and directives; enforces adherence to policies by others.
Attends and participates in meetings and briefings; establishes and maintains communication with internal and external customers in order to exchange information and coordinate activities.
Communicates orally and in writing in a considerate, clear, and understandable manner. Writes effective correspondence and technical reports to and for people at all levels of the organization and the public.
Performs other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of the principles and practices of fire safety and firefighting, fire laws, codes, and ordinances.
Ability to perform physical inspections which include walking, bending, stopping, and crawling.
Ability to ascertain facts through investigation.
Ability to visually recognize a fire hazard.
Ability to communicate effectively, both orally and in writing.
Ability to establish and maintain effective working relationships with staff, building owners and occupants, engineers and architects, and the general public regarding code compliance.
Ability to plan and assign the work to others.
